Terms of Reference (ToRs) for Consultancy
Title: Strengthening Child Safeguarding for Children with Disabilities within the Implementing Partners
- Background:
JF Kapnek with support from Oak foundation is implementing a 3-year project aimed at early identification and early intervention for children with disabilities in Harare province, in conjunction with a network of implementing partners. Available data indicate that Children with disabilities are among the most vulnerable populations, often facing heightened risks of abuse, neglect, and discrimination. Despite this heightened vulnerabilities, existing safeguarding measures within organisations often fall short to ensure adequate protection. It is against this background that JF Kapnek seeks to engage a consultant to support implementing partners to develop and/or strengthen their existing safeguarding measures tocreate a robustframework that is inclusive, proactive, and responsive to the unique needs of children with disabilities, ensuring a safe environment for all children.
- Objectives of the Consultancy:
- Conduct a comprehensive safeguarding needs assessment to identify gaps and areas for improvement.
- Develop inclusive child safeguarding framework, which address the specific needs of children with disabilities.
- Build the capacity of staff and volunteers on safeguarding principles and the developed framework
- Develop IEC materials to sensitise children and caregivers on accessible reporting mechanisms
- Provide Mentorship support to safeguarding focal persons within JF Kapnek
III. Scope of Work:
The consultant will be responsible for:
- Conducting a safeguarding needs assessment involving key stakeholders.
- Reviewing and developing safeguarding policies.
- Designing and delivering training sessions for staff and volunteers.
- Provide expert guidance on how safeguarding can be incorporated better in organisational structures
- Creating user-friendly reporting tools for abuse and neglect.
- Developing inclusive Information, Education, and Communication (IEC) materials.
- Deliverables:
- Comprehensive Assessment Report.
- Developed and approved safeguarding policies.
- Training completion certificates for staff and volunteers.
- Accessible reporting mechanisms and tools.
- Awareness materials for communities.
V.Duration:
The work is expected to be over 30 consultancy days
- Qualifications:
- Previous experience in providing Child Protection and Safeguarding trainings to similar organisations, particularly for children with disabilities.
- Strong understanding of inclusive practices and child protection frameworks.
- Excellent facilitation and training skills.
- Ability to engage stakeholders effectively.
