Compass: A Manual on Good Governance, Policy Analysis, and Social Engagement”
Background
A local organization is seeking a consultant to develop a comprehensive training manual that encompasses Good Economic Governance, Social Accountability, Policy Analysis, Advocacy and Engagement (GSPA). This manual aims to serve as a resource for capacity-building and equipping duty bearers and rights holders through Community-Based Organizations (CBOs), Civil Society Organisations (CSOs), Faith-Based Organizations, and development partners with the knowledge and skills needed to influence crafting of inclusive national policies upholding citizens’ civic and socio-economic rights. The manual will focus on attaining aspirations in accordance with the Zimbabwean Constitution and national development frameworks. The manual should articulate the context issues, articulate advocacy processes, provide guidance for effective stakeholder engagement, and seek to foster social accountability. The thrust is to empower CBOs and FBOs to formulate impactful advocacy
strategies that address community needs, fostering a collaborative approach to policymaking.
Objectives
The objectives of this consultancy are to develop a comprehensive manual that encompasses the following modules: Good Governance, Social Accountability; Policy Analysis, and Advocacy and Engagement (GSPA).
Deliverables
The consultant will produce:
➢ A needs assessment report detailing findings and recommendations for the training manual;
➢ A comprehensive training manual,
➢ Supplementary materials, including templates for advocacy planning and stakeholder engagement;
➢ A final report summarizing the manual development process, methodologies used, and recommendations for future advocacy capacity-building initiatives.
Qualifications: The ideal consultant should possess:
a) Extensive practical experience in advocacy, civic engagement, and community organizing.
b) Proven experience in developing training materials or manuals related to advocacy and engagement.
c) Familiarity with the socio-political landscape affecting CBOs and FBOs.
d) Strong analytical, facilitation, writing, and communication skills.

5.2 Financial Proposals
5.2.1 A proposed budget and fee structure for the consultancy.
5.3 Annexes
5.3.1 Submit samples of previous work, and examples of training materials developed;
5.3.2 Submit the CV(s) of consultant(s) indicating qualifications and relevant experience;
