TERMS OF REFERENCE
Pre-assessment for the Scale-up of SRHR/HIV High-impact Interventions for HIV PreventionamongAdolescent Girls and Young Women (AGYW)

BACKGROUND
Youth Advocates in collaboration with the Ministry of Health and Child Care with support fromUNICEFisimplementing the Scale-up SRHR/HIV High-impact Interventions for HIV Prevention among AGYWProgramwhich aims to address the persistent challenges faced by adolescent girls and young women in accessingcomprehensive sexual and reproductive health and rights (SRHR) services and HIV prevention. This initiativeincorporates evidence-based approaches and leverages innovative solutions to reduce HIVincidence, promotegender equality, and empower young people to advocate for improved health service delivery. This baseline/situational analysis study will provide a comprehensive understanding of the current context, challenges, and opportunities in implementing HIV prevention and SRHR programs targeted for adolescent girlsand young women. The study will focus on three key areas:

1. Assessment of the Young Mentor Mothers Peer-led Approach for HIV prevention: SupportingbothHIVpositive and HIV-negative pregnant and breastfeeding adolescent and young mothers.
2. Youth Empowerment Initiatives: Establishing youth advisory boards and networks for social
accountability in adolescent health service provision.
3. Social Behavior Change (SBC): Improved understanding, involvement of adolescent girls andyoungwomen in HIV and SRHR programming

OBJECTIVES
Overall Objective: To assess the baseline status of SRHR and HIV prevention services for AGYW, withaspecific focus on programmatic interventions under the Scale-up SRHR/HIV High-impact Interventions Program. Specific Objectives:
1. Evaluate the effectiveness and scalability of the young mentor mothers peer-led approachtoimproving health outcomes for adolescent mothers.
2. Establish the baseline level of youth engagement and empowerment through advisory boardsandaccountability networks.
3. Improved understanding, involvement of adolescent girls and young women in HIVandSRHRprogramming
4. Unpack the extent of youth understanding and involvement in HIV and SRHR programs. 3.

DESCRIPTION OF THE ASSIGNMENT (SCOPE OF WORK) / SPECIFIC TASKS
The consultant will undertake the following tasks:
1. Assessment of Young Mentor Mothers Peer-led Approach for HIV Prevention:
● Map existing peer-led support groups and assess their coverage and effectiveness.
● Evaluate knowledge, attitudes, and practices (KAP) among adolescent and young mothers regardingHIVprevention, care, and support services.
● Identify barriers and enablers for young mentor mothers in reaching pregnant and breastfeeding adolescents.

2. Youth Empowerment Initiatives:
● Review the structure, representation, and functionality of youth-led networks/initiatives and social
accountability on HIV prevention and SRHR
● Assess the capacity of these platforms to advocate for adolescent health service provision and identify capacity gaps.

3. Social Behavior Change (SBC):
● Number of adolescents and young people (sex-disaggregated) leading and meaningfully engaged(disaggregated) in decision-making spaces on HIV prevention and SRHR
● Number of adolescents and young people (sex-disaggregated) involved in shaping the services they receive
● Assess the understanding among adolescent girls and young women of HIV and SRHR
● Analyze the content, reach, and engagement metrics of HIV/SRHR campaigns. ● Identify preferences for SBC platforms and tools among AGYW.

Presentation of findings to the Ministry of Health and other key stakeholders. Week 3

REQUIRED QUALIFICATIONS.
The consultant should have:

● Proven experience in conducting baseline studies and program evaluations in SRHR and HIV prevention.
● Expertise in youth engagement, social accountability, and digital health interventions.
● Strong quantitative and qualitative research skills.
● Familiarity with the sociocultural and policy context in the program’s target implementation areas.
