TERMS OF REFERENCE FOR THE PRODUCTION OF A VIDEO DOCUMENTARY AND PROGRAMME BOOKLET FOR VALLEY OF HOPE’S GEFSGP-FUNDED PROJECT IN CHIMANIMANI DISTRICT OF ZIMBABWE
BACKGROUND/ PROJECT DESCRIPTION
The Global Environment Facility Small Grants Programme (GEFSGP) is a corporate programme of the GEF and implemented by UNDP and is designed to support sustainable development activities. It supports actions at community level to address five critical threats to the global environment namely Biodiversity loss, Climate, Land Degradation, International Waters and Chemicals. Valley of Hope (VOH) is a community based private voluntary organisation (PVO) registered in Zimbabwe. VOH is advocate for sustainably managed ecosystems that support livelihoods and a safe natural habitat for all forms of life. The organization is devoted to the conservation of nature and improving livelihoods of people living in landscape endowed with natural resources.
The purpose of VOH is to create a sense of urgency for sustainable environmental action and support
local communities in enhancing their resilience to climate induced hazards. VOH aspires to empower
communities, including youths and women, and a diversity institution to become primary actors in the planning and execution of natural resources management initiative to achieve resilient livelihoods and sustain the multifunctionality of landscape, climate change mitigation and emergency response.?? VOH is currently implementing a project funded by UNDP-GEFSGP “Restoration of degraded communal land, and improving livelihoods economic status for marginalized households in Chanhuwa village ward 17 of Chimanimani district”.

To better raise public awareness of our work, strengthen our partnerships and improve advocacy efforts, VOH would like to recruit a Zimbabwean based company/Individual to help produce a document (which can be made into a booklet) and video documentary that captures our key results, successes and challenges, best practices and lessons learnt from the projects as well as future programme direction. The booklet and the video documentary will focus on the impact of VOH’s work in Chimanimani by highlighting success stories of beneficiaries of the intervention across the entire spectrum of our programming, in selected projects.
1. Overall objective of the Assignment
The overall objective of the assignment is to produce a programme booklet and a documentary film on the SGP’s programme highlighting best approaches, best practices, achievements and real impacts in the project focal areas.
2. Specific tasks for the Service Provider
Under the direct supervision of VOH programs lead, the service provider will be required to do the following:
• Develop the documentary film’s overall concept and scenario.
• Interview selected participants for the film who will include project grantee and beneficiaries, UNDPGEF/SGP National Coordinator, District Development Coordinator for Chimanimani, Chimanimani Rural District Council, Agritex officers, Women Affairs, Traditional leadership and other local stakeholders.
• Visit at least 5 selected project sites and interact with the local communities/beneficiaries who have
been impacted by the VOH-supported projects to get context.
• Develop the documentary script and storyboard to be used in the film.
• Perform appropriate video filming and shoot interviews with the projects’ beneficiaries i.e men,
women, youth and PWDs are included in the interviews.
• Present a draft documentary and a programme booklet to VOH and UNDP-GEFSGP for comments on
contents.
• Produce two final documentary film in DVD of 20 – 30min (short vid), Long vid of 60-75 minutes long
and programme booklet of 15 to 20 pages
3. Deliverables:
The Consultancy will be responsible for the following deliverables:
• Develop a documentary script and storyboard.
• Perform appropriate video filming and shoot interviews.
• Raw data for the video footage and audio recordings.
• Present a draft edited, documentary to VOH (Valley of Hope) and UNDP-GEFSGP for review and
validation.
• Produce a final documentary and a trailer
• Inclusion of English subtitles for the interviewee and/or voiceovers (to be edited by HI before final
production), providing good English translations of the beneficiary narratives
• Do Audio repair of the selected clips [remove wind, external noise, etc.]
• Audio design + mix stereo 2.0
• Do Colour correction and matching
4. Technical requirements:
• Broadcast quality full HD video
• Professional sound recording
• HD web files as final products
• HD DVD as final products
5. Duration
• This is a 30 Days Consultancy (days to be spread over 6 months)
• The Service Provider (the consultant) is responsible for the cost of transport from his/her home area,
daily Living cost and accommodation in Chimanimani.
6. Expected Qualifications, experience of the Consultant
• The Consultant MUST be possessing a Degree in Media, Film or any relevant fields.
• Extensive experience in producing development work related documentaries on community work,
livelihoods and natural resources management approaches
• Minimum 5 years of relevant experience in Media and Film.
• Fluency in Shona, Ndau and other local languages
• Ability to demonstrate Journalism ethics and safeguarding is mandatory
• Ability to walk over 3km by foot in a ragged terrain of Chimanimani
7. Intellectual Property
All information pertaining to this project (documentary, audio, digital, cyber, project documents, etc) belonging to the client, which the service provider may come into contact with in the performance of his/her, duties under this consultancy shall remain the property of VOH who shall have exclusive rights over their use. Except for purposes of this assignment, the information shall not be disclosed to the public nor used in whatever form without written permission of VOH
8. Contractual arrangements and supervision
The service will be hired under VOH terms of contract and supervised by VOH and UNDP-GEFSGP solely for the purpose of delivering the above outputs, within the agreed time frame. VOH as the client shall provide necessary support to the service provider in order to execute the assignment during the duration of the consultancy.
These shall include:
(I). Access to relevant project documents necessary for execution of the duties under this consultancy;
(II). Contact details of relevant people to be interviewed.
9. Equipment for the Assignment
No equipment will be purchased or provided by Valley of Hope. Any equipment needed to complete this
assignment will be provided by the service provider.
10. Remuneration
The service provider’s payment shall be based on the financial proposal developed for this
consultancy.
Payment shall be made in three instalments of;
• 40% down payment upon submission of an inception report acceptable to the client
• 40% upon submission of an acceptable draft film documentary and draft programme booklet; and
• 20% final payment upon submission of the final outputs, incorporating suggestions and
recommendations from UNDP-GEFSGP office.
11. Bid Format
Interested and experienced individuals or teams should submit an Expression of Interest (EOI)

The EOI must detail the Consultant’s understanding of
• The Scope of Work (SOW), and methodological approach.
• It will also detail work-plan, including dates for when specific tasks will be done.
• The EOI should also include a detailed budget, indicating a breakdown of all costs for conducting this
work such as consultancy daily rate.
• The EOI must not exceed five pages.
• Cover letter summarizing the applicant’s skills and past experience relevant to conducting the outlined
