Terms of Reference for Conducting the Baseline for the Protection and Promotion
of the Rights of Children Aged 3– 12 Years in Goromonzi and Seke Districts (2024-
2025)”
Background
Nhaka Foundation is a registered charity organization whose mission is to educate, feed, and
improve the health of orphans and vulnerable children. The organization was established in
2008. Nhaka Foundation believes that every child deserves an education and works to reduce
the challenges facing children, their families, and their communities. Therefore, the organization
strives to reach the most at-risk, children providing them with clean and safe classrooms, basic
health care information and education, and the nutritional sustenance required to stay alert and
engage in learning. Nhaka Foundation focuses mainly on young children in recognition of the
fact that the first years of a child’s life lay the foundation for all things that follow and that early
experiences have a profound effect on development and learning.
Goal and objectives of the project
The project’s main objective is to improve the protection and safeguarding of children (3-12
years) in the three wards in the two districts by enhancing the understanding of the needs of
children and the capacities of parents and duty-bearers to uphold children’s rights and
enhancing community relationships and child rights realization through engagements and
participation.
Overall project objective
“Improved Protection and Safeguarding for Children (3-12 years) in three wards in Seke and
Goromonzi district by December 2025.”
Specific project objectives
1. “Having an understanding of the needs of children and capacities of parents,
communities and duty bearers to uphold children’s rights in Seke and Goromonzi
through conducting a baseline study on the Child Rights Situation.”
2. “Enhanced community relationships and child rights realization through engagements
and participation.”
Call for consultants
It is in this context that the Nhaka Foundation would like to recruit a consultant/team of
consultants with proven expertise in the field of monitoring and evaluation, child rights and
protection projects to conduct a baseline study, before activity implementation. The ideal
candidate(s) would preferably also have experience working in the education sector and in
engaging directly with children. Responses to this call for consultant(s) should include a
technical and financial proposal, be a maximum of 5 pages excluding CVs for the consultant(s)
and be accompanied by a cover letter (also excluded from the 5-page count). Teams that bring
together relevant expertise related to this assignment are encouraged to apply. The final
deliverables of the assignment are expected by January 2025.
Purpose and objectives of the baseline
The purpose of the consultancy is to conduct a baseline survey for the ‘‘Protection and
Promotion of the Rights of Children Aged 3– 12 Years in Goromonzi and Seke Districts (2024-
2025)” project. The objectives of the baseline are to:
• Determine the child rights situation in Seke and Goromonzi by assessing the needs of
children and the capacities of communities and duty bearers to uphold children’s rights in
the three project areas.
• Provide baseline database to benchmark the project’s output and outcome indicators, in
turn facilitating the setting of targets for the pilot project.
The consultant(s) will therefore design and conduct the baseline survey in the project areas. The
design includes developing an appropriate study methodology, collecting both primary and
secondary data which will used to conduct the situational analysis and benchmark the project,
analysing the data, and developing the baseline report. The baseline report will include
suggestions for monitoring and evaluation of the project including the logical framework.
Scope of the study
The study will be implemented in three targeted wards (Seke – Ward 20 and 21; Goromonzi –
Ward 1) and will target all key stakeholders including children and parents.
Methodology
Consultant(s) should propose a methodology and plan for this baseline study that will answer
the objectives. An appropriate mix of qualitative and quantitative methods should be used to
gather and analyse data and information collected for the study. The approach should be
participatory and include children. Consideration of children’s rights and safeguarding principles
should be made throughout the study. The baseline methodology will be finalised in consultation
with the Nhaka Foundation project team.
Deliverables
The consultant(s) is/are responsible for providing the following deliverables according to a
calendar to be developed in coordination with the Nhaka Foundation team.
• An inception report, including a proposed methodological guide, detailed work plan, and
draft data collection tools (questionnaires, interview guides etc as applicable).
• Draft baseline study report following a template that will be agreed upon at inception.
• Present findings to Nhaka Foundation and stakeholders
• Final baseline study report together with all annexes and datasets
Ethics and safety
The consultant(s) must put in place specific safeguards and protocols to protect the safety (both
physical and psychological) of respondents and those collecting the data as well as to prevent
harm. This must ensure the rights of the individual are protected and participation in the baseline
does not result in further violation of their rights. The consultant(s) must have a plan in place to:
• Protect the rights of respondents, including privacy and confidentiality;
• Elaborate on how informed consent will be obtained and ensure that the names of
individuals consulted during data collection will not be made public;
• If the methodology involves children (under 18 years old) the consultant(s) must consider
additional risks and the need for parental consent;
• The consultant(s) must be trained in collecting sensitive information specifically data
relating to child abuse
• Data collection tools must be designed in a way that is culturally appropriate and does
not create distress for respondents;
• Data collection visits should be organized at the appropriate time and place to minimize
risk to respondents;
Selection criteria
• A least 5years experience in conducting baseline studies and/or evaluations, using mixed
methods evaluation skills and having flexibility in using non-traditional and innovative
methods, including participatory and inclusive methods of data collection;
• Experience in the monitoring and evaluation of humanitarian, human rights, and
development projects, including in conducting complex studies;
• Expertise in handling children and using child-rights-based approaches;
• Experience in conducting intersectional needs analysis;
• The candidate must read and speak the local languages fluently.
