Project Background
The Safe and Inclusive Learning Environments at Kadanya and Donsa Secondary Schools project is a three-year project (01 December 2023 to 30 November 2026) being implemented in Kwekwe in partnership with Women’s International League Peace & Freedom (WILPF). The project seeks to improve adolescent girls’ access to inclusive and equitable quality secondary education through infrastructural development and promoting a safe and supportive learning environment at Kadanya and Donsa secondary schools. The project’s specific objectives include: (i.) to provide support to adolescent girls to access and complete secondary education through provision of school infrastructure; (ii.) to promote a safe learning environment for girls and young women using the Comprehensive School Safety Framework and (iii.) to improve access to Comprehensive Sexuality Education that responds to the needs and desires of adolescents, particularly girls. The project is targeting two schools Kadanya and Donsa in Kwekwe District that are located in Zhombe (ward 17) and Silobela (ward 29) communal areas respectively, and are most affected with regards to school drop outs especially girls, largely due to long distances to access secondary education and inadequate school infrastructure.
Plan International Zimbabwe invites bids for the services of a consultant to conduct a baseline survey to measure the status of project outcome and selected output indicators in the targeted operational area as outlined in the project log frame at the beginning of the project. The overall objective of the baseline is to provide the initial status of project indicators and therefore a reference point for assessing change and understanding progress towards achieving the project`s objectives.
Specifically, the consultant is expected to:
• Conduct the baseline survey as per schedule.
• Ensure high quality data collection and entry.
• Ensure high quality data collection and entry.
• Produce a draft and final baseline report as specified in the terms of reference
• Present findings to stakeholders
The consultant/consulting firm must have a varied mix of skills and competencies and must have undertaken similar works in Zimbabwe in the last five years. Priority will be given to the consultant/consulting firm with experience working for Non-Governmental Organizations and Public Sector initiatives. The consultant should also have knowledge and experience in inclusive quality education, gender equality and inclusion as well as safeguarding.
