Overview
Through funding from the Centers for Disease Control and Prevention (CDC), Jhpiego is implementing the project ‘Expanding Efforts and Strategies to protect and improve public health globally’ in Zimbabwe and 16 other countries globally. Jhpiego seeks to use technical assistance (TA) resources to improve the quality and accelerate achievement of programs and grants associated with the Global Fund’s C19RM. Jhpiego, an affiliate of Johns Hopkins University, is seeking three (3) Provincial Surveillance/M&E Officers to provide technical and implementation support to the MOHCC for improved surveillance and M&E systems related to COVID-19 in Manicaland, Mashonaland East and Mashonaland Central. These positions will sit with the Provincial offices and work closely with the relevant counterparts, primarily the PEDCO and PHIO. These positions will report to Jhpiego’s Technical Manager for Surveillance and Laboratory strengthening.

This is a contractual position and is renewable based on availability of funding and scope of work.

Responsibilities
Work in close collaboration with the PEDCO and PHIO for the implementation of surveillance, data management and reporting activities prioritized by the COVID-19 response pillars
Refine and/or develop guidelines, standard operating procedures (SOPs), and tools for integration of surveillance modalities to analyze, report, and visualize time-sensitive data to prepare for and respond to outbreaks
Support provincial-level roll out of event-based surveillance systems to monitor and respond to outbreaks

Coordinate with lab focal points to ensure data is completeness and alignment
Collaborate with provincial health management teams to ensure prioritized activities related to COVID-19 surveillance and response are implemented timely
Facilitate data quality reviews at district level, including supportive supervision and mentoring of staff on data recording, data completeness and reporting

Required Qualifications
Bachelor’s degree in Medicine /Health related qualification and Post graduate in Epidemiology /Infectious Disease .
At least four years’ related experience at national or provincial level in public health surveillance, outbreak investigation and response.

Knowledge and expertise in Integrated Disease Surveillance and Response (IDSR)
Proficiency in analysis, interpretation and visualization of data
Knowledge of DHIS 2, power BI and other related systems and tools
Demonstrated skills in training, transfer of skills and development of competencies
Proven ability to multitask across various planning and implementation processes within a demanding environment

Strong organizational skills and a team player
Excellent written and oral communication skills
Versed in statistical analysis using R, Python, Epi Info, SAS, SPSS or similar
Experience with full suite of Office 365
Ability to travel up to 50%
Fluent in written and spoken English

Preferred Qualifications
Previous experience working on donor funded projects (USG/Global Fund etc)
Experience in development of protocols and implementation of public health evaluations
Field Epidemiology Training Program experience
