DESCRIPTION
JSI Research and Training Institute, Inc. (JSI), a global public health management firm, is seeking qualified candidates for senior staff positions in anticipation of an expected USAID Zimbabwe maternal, newborn and child health program.
The Technical Director will lead the project’s team of MNCH and health systems specialists and work with the Ministry of Health and Child Care (MOHCC) divisions and programs, provincial and district health offices, local organizations and other development partners to scale up high-impact MNCH interventions and build a more resilient health system. The Technical Director will ensure alignment of the project’s technical priorities and approaches with global evidence and the policies and interests of the MOHCC and USAID. As a key member of the Senior Management Team, the Technical Director will work through that team and with the project’s technical specialists to ensure optimal policy, service delivery, behavior change and related health outcomes.
This position will be fulltime, with the location of assignment to be determined with USAID. Citizens of Zimbabwe and those with a valid resident visa and work permit will be given preference.
RESPONSIBILITIES
With the Senior Management Team, and in consultation with USAID and the MOHCC, establish the project’s technical priorities and contribute to its decisions about staffing and material resource allocation.
Develop and supervise a technical team of MNCH, health workforce and supply chain/logistics management experts.
Strategically manage and coordinate technical inputs from consortium partners to achieve project objectives and capture program learning.
Cultivate strategic relationships with MOHCC divisions and programs, provincial health offices, and other global and local partners.
Promote scale up of high-impact MNCH, human resources for health, and supply chain interventions and best practices
Engage stakeholders in implementing national HRH policies and taking steps to improve the availability of MNCH commodities and equipment at point of service
Participate in technical working groups, meetings, conferences and presentations on behalf of the project.
Take advantage of opportunities to engage with communities, civil society, and other sectors in the co-design of activities.
Advise on the design and execution of training programs to cultivate cadres of MNCH trainers and mentors and oversee the establishment of skill labs and centers of excellence.
Oversee the development of technical content for program strategies, workplans, progress reports and other written documentation.
Actively participate in the on-going monitoring, evaluation, and learning activities of the project.
Foster team spirit among and between project staff and partners.
Work with all team members to maintain a reputation for technical quality and project performance.
QUALIFICATIONS
Medical or advanced nursing degree and a master’s degree in public health
Minimum 10 years of direct experience introducing or scaling up high-impact MNCH interventions at primary health care and referral hospital level.
Experience developing health policies, strategies and technical guidance for national audiences
Ability to work effectively with ministries of health, USAID, and other international and local development partners to achieve shared goals
Experience in the direct provision of MNCH services and the clinical training, mentoring or supervision of MNCH providers
In-depth understanding of the challenges faced by the Government of Zimbabwe and its MOHCC in retaining qualified medical and nursing staff
Experience in direct supervision of a diverse group of technical experts and professional staff
Excellent interpersonal and leadership skills
Strong writing and oral presentation skills
Salary commensurate with experience.
