Supply Chain Specialist – Zimbabwe MNCH

DESCRIPTION
JSI Research and Training Institute, Inc. (JSI), a global public health management firm, is seeking qualified candidates for senior staff positions in anticipation of an expected USAID Zimbabwe maternal, newborn and child health program.

The Maternal Neonatal and Child Health (MNCH) Supply Chain Specialist will provide technical leadership and oversee implementation of the project’s supply chain management and logistics systems strengthening support. S/he will lead or manage logistics assessments, surveys, evaluations, analysis of routine data and report preparations, while also providing or managing direct technical support to the Ministry of Health and Child Care (MOHCC) and other stakeholders to improve the availability, quality and utilization of essential MNCH commodities and equipment.

This position will be fulltime, with the location of assignment to be determined with USAID. Citizens of Zimbabwe and those with a valid resident visa and work permit will be given preference.

RESPONSIBILITIES
Provide technical guidance and leadership to the project team and to the project’s MOHCC clients and stakeholders to improve MNCH commodity availability in public health facilities
Oversee implementation of all supply chain management strengthening activities, including through field visits
Contribute to the design and management of logistics assessments, surveys, evaluations, routine data collection, and report preparation related to the availability, quality and utilization of MNCH commodities and equipment
Follow-up on logistical needs and requests for support from the Zimbabwe Ministry of Health and Child Care (MOHCC) at the national and Provincial Health Directorate level in areas of project implementation
Support MOHCC and other stakeholders to strengthen their supply chain and logistics management capacities including the forecasting, quantification, procurement, warehousing, distribution, dispensing and tracking of maternal, newborn and child health commodities
Provide input to the project’s work plans, quarterly and annual reports, financial reports, and other reports and papers describing supply chain strengthening activities, results, and emerging evidence
Represent the project in technical working groups pertaining to the supply chain for maternal, newborn and child health commodities
Work in close collaboration with the project’s Technical Director and JSI’s Logistics Center to address all technical and programming requests
Promote collaboration, coordination and transparency among partners to improve the availability of MNCH commodities in government health facilities and the population’s access to them.

QUALIFICATIONS
Master’s Degree in Public Health, Logistics Management, Business Administration, or a related field; or, a bachelor’s degree with four additional years (eight total) of relevant experience in lieu of a Master’s Degree
At least six years designing, implementing, managing, and evaluating supply chain programs of similar nature, size, and complexity (preferably USAID-funded projects) with national or local governments, NGOs, or donors
Experience working directly in health supply chain management, i.e., forecasting, quantification, procurement, warehousing, distribution, logistics management information systems, tracing, etc.
Familiarity with Zimbabwe’s public health system and the issues affecting the management of its MNCH supply chain
Proven ability to provide technical services and work effectively at the district and provincial levels
Knowledge of US Government health initiatives and related reporting requirements and funding parameters
Demonstrated qualitative and quantitative skills
Proven ability to work as an effective team member and to manage local subawardees
Professional communications skills – oral, written and presentation
Salary commensurate with experience.
