Job Description
Main Purpose of the Job:
The position is responsible for improving the quality of data generated by the district and facilities and ensuring that data are accurately entered and reported timely onto the program database and DATIM.
Key Responsibilities
Support the implementation of district SIE/M&E activities for HIV programs.
- Forge enduring relationships with the District Health Executive (DHE) to ensure easy access to health facilities and health facility data and nurture a synergistic effort in implementing SIE activities for HIV program.
- Assist the DHE in adopting national HIV SIE/M&E systems, guidelines, and standard best practices on data quality.
- Participate in strategic DHE meetings and share SIE/M&E updates, progress on data quality improvement activities and challenges that need the DHE’s attention.
- Provide timely and accurate data dashboards to the DHE and District Manager to support a data driven approach to resolving district level challenges affecting the HIV program. Use the same to enhance best practices that give positive implementation results.
- Support the DHE in coordinating all SIE/M&E plans/activities for partners working on HIV programs within the district.
- Work with the DHE in conducting facility level green book physical counts, RDQAs assessments and data quality supportive supervision of HIV programs.
- Support the DHE in conducting skills audits and coordinating training of healthcare workers SIE/M&E systems for HIV, Cervical cancer/HIV and TB/HIV programs.
- Train, mentor and coach, Data Entry Clerks and Interns on all SIE systems, activities and data quality dimensions.
- Participate in internal and external Site Improvement though Monitoring Systems (SIMS) assessments.
Assist the DM in managing district program resources for the organization.
- Support the DM in preparing the district annual budget and workplan in consultation with provincial team.
- Support the DM in utilizing organizational resources in line with JF Kapnek Trust’s policies, the grant agreement, and in compliance with the USAID rules and regulations as applicable.
- Support the DM in using data driven site identification for HRH placement, and the recruitment, orientation, deployment and performance management of all HRH resources (OI/ART, CXCA Screen, HSQN, CHSN, DEC, CRF, COAC, COA)
- Assist the DM in submitting monthly projections and monitor expenditure against budget/coasted plan.
- Submit timely requests and acquittals for resources in line with financial management policies and other relevant SOPs to support SIE implementation.
Support the roll out and implementation of a minimum package of SIE activities at facility level and community level (standard SIE package)
- Support facilities to implement standard records management (paper based and electronic – including flow), retention and archiving system for all facility records (registers, MRFs, tally sheets, patient care booklets, reports etc.)
- Support facilities to implement routine EPMS/EHR/electronic record audits and ensure electronic records are always up to date including monthly EHR KPI reporting.
- Support facilities to utilize standard EPMS/EHR/electronic record reports to improve patient care (appointments, missed appointments, defaulter, viral load etc.)
- Support facilities to implement the standardized data consolidation meeting system and produce defined outputs (green book audits, EPMS/EHR audits, register audits, data analysis cascades, data validation report, meeting minutes, MRF, Quasi MRF etc.)
- Support the installations and configurations of the electronic tools’ hardware and software for use by the CHSNs, COACs, and COAs.
- Maintain a database of the status and functionality of these gadgets and routine checking.
- Liaise with the DHIS2 programmer in troubleshooting any challenges experienced by the users of the community reporting system.
- Training of community teams on utilization of community M and E tools.
- Provide feedback on the implementation of tools and provide input into new/revised tools to SIE Manager.
- Support facilities to implement data quality improvement activities.
- Identify health worker capacity needs, train and mentor as necessary on the minimum package of SIE activities at facility level.
Support the reporting, data analysis and utilization of data at facility level and community level.
- Support facilities to accurately and timely aggregate data weekly/monthly/quarterly from primary data sources and ensure that all data reported reflect the correct enumeration of individual clients served.
- Support the community teams to produce cascades and other relevant data analysis dashboards/charts to monitor the implementation of HIV services and share them via WhatsApp.
- Support community teams to work with their facilities to produce holistic data free of duplication of reporting across all data sets.
- Support the facility level teams to produce cascades and other relevant data analysis dashboards/charts to monitor the implementation of HIV services.
- Support facility level teams to interpret cascades and dashboards and draw up action plans to close any gaps noted.
- Support facilities to work with community partners to produce holistic data free of duplication of reporting across all data sets. Submit timely, accurate and quality reports on all retention activities conducted.
- Work with other PEPFAR partners in referral linkages and data deduplication when necessary.
Support community level TB/HIV management activities
- Work with the DM to adopt, implement and monitor national strategies for TB/HIV management (IPT/TPT, GXP testing, TB algorithms etc.) to achieve targets
- Support Community HIV Services Providers in implementing appropriate systems (pre-identification of patients eligible for TPT, TB screening) that promote scale up of TPT and TB treatment.
- Support Community HIV Services Providers to record TPT correctly and completely and TB services in appropriate care booklets, registers, and other source documents.
- Support Community HIV Services Providers in identifying gaps and challenges impacting TB/HIV and promoting site level QI solutions and/or adoption of best practices from other sites within the district.
- Promote local level TB/HIV data analysis (weekly TPT initiation, TB cascade) to improve quality of services and achievement of site targets.
Reporting, data quality, data analysis, and use for the program implementation.
- Support the timely collection of all facility level reports to the district through existing MOHCC channels.
- Timely and accurately enter all program weekly, monthly and quarterly data into DHIS2, MS Forms, Google sheets etc. and USAID (DATIM) databases.
- Perform quality checks on all data entered in DHIS2, MS Forms, Google sheets etc. and USAID (DATIM) databases (completeness, outlier analysis, validation rule analysis etc.), and correct all errors or obtain comments from programs for entry into databases justifying any abnormal data.
- Analyze routine weekly/monthly/quarterly data and provide feedback to programs on facility level performance to aid preparation of remedial action plans for rectifying poor performance or documentation of best practices.
- Support district program team in using data to identify facility level gaps.
- Use data to identify sites with data quality challenges, prioritize the sites based on priority indicators and conduct RDQAs at such sites.
- Train/mentor and build the capacity of district teams on SIE activities and data quality.
- Support data collection (including supervision of data collectors) for rapid assessments, deep dives and data calls to evaluate program implementation.
- Support the data entry, reporting, analysis and use of all program evaluation data.
Transport
- When need arise, help in transportation by driving JFK District program vehicle in and around the district of operation for the purposes of the program.
- Drive JF Kapnek District program vehicle outside the district of operation as may be assigned to fulfill the needs of the program.
Administration & Human Resources
- Manage the engagement and utilization of locum Data Entry Clerks
- Assist the DM in ensuring the timely submission of all administrative documents and reports (vehicle logbooks, asset verification checklists, petty cash certificates.) in line with relevant SOPs.
Requirements
Qualifications, Skills, and Experience:
- A quantitative bachelor’s degree in either of the following disciplines mathematics, statistics, demography, data science, monitoring & evaluation and information systems
- Demonstrate working knowledge of quantitative data collection systems in the MoHCC, including familiarity with processes of strengthening district level M&E capacity, and data analysis using Advanced Excel and Power BI, or any other data analysis software.
- Experience with DHIS2.
- One year’s experience and demonstrated practical skills in monitoring HIV and AIDS, TB, care and support programs.
Functional skills and knowledge:
- Experience working with multiple stakeholders and familiarity with PEPFAR indicators and reporting requirements will be an added advantage.
