About
Zimbabwe Health Interventions (ZHI) is a not-for-profit human development organisation which is registered as a Private Voluntary Organisation (PVO 17/22). ZHI’s mission is to develop and deliver innovative and sustainable high-impact, integrated health interventions to the communities we serve, while working with and strengthening existing institutions.

The Accelerated and Comprehensive HIV Care for Epidemic Control in Zimbabwe (ACCE) project a five year funded USAID / PEPFAR funded HIV Care and Treatment whose main objective is to complement the government of Zimbabwe (GOZ)’s efforts towards epidemic control. This will be achieved by targeting testing to efficiently identify PLHIV, ensuring all newly diagnosed PLHIV are immediately linked to treatment, and all PLHIV on treatment have ready access to antiretroviral therapy (ART), are retained on treatment, and remain virally suppressed. The program is being implemented in 9 districts in Midlands (Gweru, Kwekwe, Mberengwa and Gokwe South) and in Manicaland (Makoni, Mutare, Chipinge, Mutasa and Buhera).

Basic Function
In close liaison with Technical Director, the position provides technical support to the project to implement high quality integrated HIV services and activities across all project sites.
It has a special focus on increasing access to care and treatment, retention of clients in care and treatment, and ensuring technical efficacy of all HIV strategies of the project.

Job Description
Under the guidance of the Technical Director contribute to the costed work plan development;
Work closely with the provincial teams to develop, implement, and monitor provincial and district annual work plans and budget;
Provides technical support related to implementation and scale-up of high impact client-centred behavioural and biomedical (HTS, PMTCT, PrEP) HIV prevention strategies at facility and community level;
Provides key technical support related to HIV care and treatment in support of the MOHCC’s commitment to attain UNAIDS 95-95-95 targets by 2030;Participate in development and review of MOHCC technical guidelines, training materials and M&E tools for HIV prevention, care, and treatment activities within the project;
Implement evidence/data driven strategies for clinical and community HTS and care & treatment services at the provincial, district and primary health levels;

Ensure appropriate program monitoring and accurate financial and programmatic reporting to the National Office;
Ensure adherence to ZHI’s internal program implementation and financial policies including timely submission of programmatic and financial reports to the National Office;
Contribute to strengthening a standardized monitoring and evaluation system in support of the continuum of care for integrated HIV services (prevention, care, and treatment) with implementation of QA/QI strategies;
Undertake regular targeted frequent monitoring supportive visits to project sites as necessary;
Provide technical assistance in quarterly evidence-based review meetings;

Coordinates all capacity building and external quality assurance activities for ZHI staff at district levels; Review and consolidate periodic reports (programmatic and financial) submitted by all ZHI staff at provincial and district level;
Contribute to development and dissemination of lessons learned from the project and other relevant projects that are related to community-based management of integrated HIV/AIDS services and apply these lessons to modify and improve the project;
Ensures that all ZHI assets and other resources are effectively managed; Perform other duties as assigned.

Knowledge, Skills And Abilities
Good knowledge of HIV/AIDS prevention care and treatment in Zimbabwe;
Experience in designing and implementing of public health/international development programs funded by US government or other international donors;
Extensive knowledge of health and development programming in a developing country;
Working knowledge of major donor policies (USAID, Global Fund) as well as international not-for- profit organizations;
Demonstrated management, supervision, networking and leadership skills working with large, complex programs;
Demonstrated knowledge of strategic planning, administrative, and financial management systems;
Excellent written, oral communication and interpersonal skills as well as demonstrated ability to manage a team;
Ability to manage tight deadlines and deliver high volumes of work with minimal supervision; Well-developed computer skills;
Ability and willingness to undertake frequent travel – minimum of 50%.

Qualifications And Experience
Holder of MBChB degree or equivalent with 5 years of relevant experience with international development programs which includes 3 years’ experience with HIV/AIDS program planning and implementation at the community, facility and provincial level working with NGOs;
Registration with the MDPCZ is required; Postgraduate qualifications in public health, epidemiology or related field is required;
Experience in working within the MoHCC structures at management level is a must;
Experience in HIV clinical and HIV program management, HIV care and treatment programs and in-depth knowledge of national ART guidelines is required;
Experience in data management, analysis and use is a preferred;
Demonstrated capacity to innovate;
Clean Class 4 drivers’ license.
