VACANT POST – SENIOR PROGRAM MANAGER
University of Zimbabwe – Clinical Trials Research Centre (UZ-CTRC) is seeking suitably trained,
competent, talented, multi-task and qualified Senior Program Manager. Position is based in
Harare.

UZ-CTRC was established in 1994 and has conducted high impact observational studies,
implementation studies and Phase I-IV clinical trials in HIV, TB, COVID -19 and associated comorbidities funded by National Institute of Allery and Infectious Diseases, AIDS Malignancy
Consortium, Bill, and Melinda Gates Foundation among others. UZ-CTRC has served as a center
of excellence in the prevention and control of HIV and AIDS and have contributed to global
understanding of HIV epidemiology and pathogenesis, global and Zimbabwean health policy, by
providing scientific evidence through our highly equipped and resourced network of laboratories
that operate in strict compliance with International best practices guided by GCLP and ISO 15189
standard.

UZ-CTRC is implementing a US Center for Disease Control and Prevention-US President’s
Emergency Plan for AIDS Relief (CDC-PEPFAR) funded Laboratory Systems Strengthening (LSS)
program in Zimbabwe from 2023 to 2026 supporting the Ministry of Health and Child Care
(MOHCC). The LSS program will enhance access to high quality testing towards achievement of
the UNAIDS 95-95-95 goals.

Qualifications and Experience
• Bachelor’s degree in Medical Laboratory Sciences or equivalent.
• Master’s degree in public health, laboratory medicine, biostatistics, epidemiology, or related field.
• Qualification in Monitoring and Evaluation and/or Health Informatics is an added advantage.
• Minimum 5 years’ experience in mid- to- senior level management position, managing US
government or other donor funded projects in developing countries.
• Experience leading national or regional laboratory systems strengthening projects in low- and
middle-income countries.
• Experience in disease surveillance prevention and control at national and/or international level.
Experience of working with ministries of health would be an asset.
• Strong knowledge of Infectious diseases epidemiology, including HIV, TB, influenza, and
emerging dangerous pathogens.
• Knowledge and experience with implementation of laboratory quality management systems.
• Work experience in HIV Viral Load scale-up, EID and TB testing, Laboratory Systems
Strengthening, Laboratory QMS and CLI implementation in related/similar setting is required.
• Registered with the Medical Laboratory & Clinical Scientists Council of Zimbabwe (MLCSCZ).
• Work experience in managing database and Laboratory Information Systems.

Knowledge and Skills
• Knowledge of statistics and experience using statistical packages for analyzing datasets (Excel,
R, STATA, SPSS, SAS etc.).
• Self-motivated, flexible, able to innovate, and professional commitment.
• Excellent interpersonal skills, with the ability to negotiate and convince ministry of health officials
with tact and diplomacy.
• Ability to write clearly and concisely, with strong presentation skills.
• Work in a multi-disciplinary environment.
• Computer literacy is required.
• This position will report to the Chief of Party, LSS Project.

M&E Responsibilities.
• To lead the M&E department and ensure all M&E deliverables are achieved within the stipulated
time frame.
• To oversee the development of M & E tools, availing the tools to users, training users on the
tools, and ensuring data is collected, analyzed, and interpreted.
• To ensure project indicators are defined, setting the targets, defining data flow points, reporting
frequencies, defining responsibility for monitoring the indicators and development of the
performance measurement plan (EPMP).
• To ensure accurate and timely annual reporting of PEPFAR MER indicators into DATIM as well
as work with the Project leadership to ensure timely submission of PEPFAR expenditure
reporting.
• To ensure that all program reports including weekly, monthly, quarterly, semi-annual, and annual
reports, are complete, adequately reviewed, and timeously submitted to all stakeholders including
but not limited to CDC, PEPFAR, MOHCC and UZ-CTRC.
• To ensure consolidation and availability of data required by project team members for reports,
presentations, and meetings.
• To provide information from data monitoring to project leadership for decision making and
continuous improvement projects.
• To continuously monitor project M&E needs for new and ongoing project areas.
• To work in liaison with the Program Leadership in preparation of project related scientific output
including abstracts for conferences and publications for scientific journals.
Laboratory Informatics Management Systems Responsibilities
To lead the Informatics department and ensure all deliverables are achieved within the stipulated
time frame.
• Ensure all VL/EID testing labs and district hubs are connected to LIMS, LIMS decentralization EHR-LIMS integration, POC data integration, Innovative automated result notification systemsSMS, USSD, Email.
• Support LIMS performance enhancements and optimization including system security
development and expansion of LIMS to support other key disease areas of interest such as HIV
DR, AMR etc.
• To ensure there is expansion and implementation of e-results systems/platforms (USSD,
Chatbot) Expansion of LIMS functionality e.g., Sample bio-banking, inventory management,
LIMS- Testing Instrument bi-directional communications, dashboard optimization, further
Integrations with other National Health and surveillance systems (EHR, DHIS2 and e-LMIS)

Systems (QMS)

Laboratory Disease Surveillance responsibilities
• To lead the Surveillance/ Biorepository department and ensure all deliverables are achieved within
the stipulated time frame.
• To provide technical advice and support to the Zimbabwe Ministry of Health and Childcare
(MOHCC) laboratory network’s infectious diseases surveillance systems (HIV, TB, influenza,
emerging dangerous pathogens and public health laboratory networks) in the context of IDSR
and IHR.
• Under the overall guidance and supervision of Program Management, and in collaboration with
the Ministry of Health and Child Care Laboratory Surveillance Officer, the incumbent will be
responsible for supporting the anti-microbial resistance (AMR) activities in the country, particularly
the HIV drug resistance, biorepository and other laboratory related surveillance activities,
supporting the strengthening of laboratory networks, developing documentation on laboratory
quality management systems and biosecurity/biosafety.
• Support the implementation of the laboratory component of country plans on antimicrobial
resistance such as the CADRE HIV drug resistance survey.
