About
1. INTRODUCTION
Zimbabwe Health Interventions (ZHI) is a local Zimbabwean non-profit human development organization whose mission is to help the Government of Zimbabwe achieve its health-related goals, with a focus on contributing to HIV/AIDS epidemic control using comprehensive and sustainable human development approaches; conducting research that will guide/inform policy and development of innovative interventions for human development in Zimbabwe. ZHI is currently implementing two 5-year programs funded by the US Agency for International Development (USAID). The DREAMS-RISE project is one of the USAID funded 5-year project focused on reducing new HIV infections amongst vulnerable adolescent girls and young women (AGYW) aged 10-24 in 9 districts in Bulawayo, Gweru, Mazowe and Matabeleland South. Scope Of Work/Goods To Be Supplied
2. PURPOSE/SCOPE OF WORK
Provision of education subsidies are a DREAMS secondary service intervention which targets vulnerable AGYW who are enrolled and actively participating in the DREAMS program. The program recognizes schools as a safe environment hence this intervention seeks to ensure that the AGYWs stay in school while building their Agency. The program works together with AGYW families to overcome barriers to access education including enrolment, attendance, retention, and progression. The education support rendered by the program included direct payment of tuition fees, school/examination fees, provision of school uniforms and stationery.
ZHI now invites potential and eligible suppliers to submit bids for the Supply and Delivery of Stationery Packages as per specifications in this RFQ.

3. INSTRUCTIONS AND TERMS FOR BIDDERS
By submitting a bid, all vendors certify that the person(s) involved in the preparation and collation of the proposal and/or quotes were or are in no way associated or have any Conflict of Interests with the initial preparation of the solicitation, the tender documentation, or the subsequent evaluation, assessment, analysis, management, and decision-making process of this tender.
Language – the quote, as well as all correspondence and documents relating to the offer shall be in English.
The Quotation should include the following:
Price shall be quoted in US dollars (US$) only.
Prices for the requested goods/services should include all related costs and any applicable taxes (VAT should be shown separately on the quotation)
Bid Validity Date – All information submitted in connection with this RFQ will be valid for sixty (60) days. At any time during the validity of the quotation, no price variation due to escalation, inflation, fluctuation in exchange rates, or any other market factors shall be accepted by ZHI after it has received the quotation.
Exact Address of Delivery Location – Block A, Emerald Office Park, 30 The Chase, Mt Pleasant, Harare
Latest Expected Delivery Date and Time is 14 working days from the issuance of the Purchase Order (PO). If delivery time exceeds this, quote may be rejected by ZHI.
Payment Terms – 100% within 15 days through transfer to a local nostro account upon complete delivery and written acceptance of goods based on full compliance with RFQ requirements.
Contract Award – ZHI will award the contract (Purchase Order) to only one supplier. At the time of award of Contract or Purchase Order, ZHI reserves the right to vary (increase or decrease) the quantity of services and/or goods, by up to a maximum ten per cent (10%) of the total offer, without any change in the unit price or other terms and conditions.
Special Conditions of Contract – Cancellation of PO/Contract if the delivery/completion is delayed by more than 15 days.
4. MINIMUM PREFERRED SPECIFICATIONS:
The specifications prescribed below are not in any way limited to any specific tenderer as they are based on generally achievable requirements. Thus, minimum preferred specifications are as stated below:

Important to Note: The contracted supplier will have to package the stationery as per Packing Listing attached in Annex 1 to this RFQ.
5. SUBMISSION INSTRUCTIONS
All bids MUST be submitted by 1700hrs on 26 February 2023 via email to: tendersrise@zhi.co.zw The bids MUST be received on or before the closing date and time and any bids received after the closing date and time will not be considered. No hard copy submissions are accepted
6. EVALUATION CRITERIA AND SUBMISSION REQUIREMENTS
ZHI will evaluate all bids based on the lowest-priced quotation that is technically responsive and fully compliant to requirements, delivery timelines as well as Acceptance of the Purchase Order Terms and Conditions attached as Annex 2 to this RFQ.

Failure to provide any of the above Submission Requirements may be considered non-responsive and disqualify the applicant from final selection.

Any vendor/consultant who attempts to engage, or engages, in corrupt practices will have their proposal disqualified and will not be solicited for future work.
8. TERRORISM
ZHI shall use its best endeavors to ensure that funds provided under this tender do not provide direct or indirect support or resources to organizations and individuals associated with terrorism, promote or advocate the legalization or practice of prostitution or sex trafficking and assistance to drug traffickers. If, during the course of this tender, ZHI discovers any link whatsoever with any organization or individual associated with any or all of these, they shall be excluded or disqualified from the tendering process.

10. ZHI RIGHTS AND DISCLAIMERS
ZHI reserves the right to disqualify any offer based on failure of the offeror to follow solicitation instructions
ZHI may cancel the solicitation and not award
ZHI may reject any or all responses received
Issuance of the solicitation does not constitute an award commitment by ZHI
ZHI will not compensate any offeror for responding to solicitation
ZHI reserves the right to issue award based on initial evaluation of offers without further discussion
ZHI may choose to award only part of the activities/items in the solicitation, or issue multiple awards based on the solicitation activities/items
ZHI reserves the right to waive minor proposal deficiencies that can be corrected prior to award determination to promote competition.
