Oxfam is a global movement of people working together to end the injustice of poverty. The Humanitarian team seeks to position Oxfam as a leading humanitarian organisation with strong influencing and resilience programming to effectively tackle the root causes of poverty in Zimbabwe. The Programme Leadership team provides strategic and tactical leadership to programming through harnessing evidence gathered using the one programme approach combined with evidence based lobbying to influence change in policies, attitudes and practices linked to the root causes perpetuating the injustice of poverty. This is done through designing and leading advocacy work supported by a harmonised programme coordination model which places influencing and building of partnerships as key integration pillars. The team ensures that evidence from programmes drives effective advocacy, influencing and campaigns while placing women’s rights at the centre of all we do.

The Role:

Oxfam Southern Africa is looking for a Public Health Promoter to  provide public health promotion support to humanitarian programmes.

KEY RESPONSIBILITIES

  1. Assessment and programme/activity design:
  • A strong focus on providing technical support and guidance to all stakeholders and sub-contractors regarding public health promotion activities.
  • Assist in planning and implementing the WASH/ PHP activities, in line with the original rapid needs assessments and as per other relevant assessments.
  • Contribute to the development of innovative WASH ideas and solutions to complex problems.
  • Support in collaborative activities with Ministry of Health in support of WASH response, and capacity building.
  1. Implementation:
  • Coordinate all activities with district and local government representatives, including WASH and Health Committees at all levels
  • Follow all Cholera prevention measures and the Prevention of Sexual Exploitation and Abuse (PSEA) and safeguarding policies
  • Support heath facilities to meet requirements for IPC, screening, triage, referral and/or treatment through procurements, distributions, essential trainings, and essential refurbishment as required
  • Support required essential Cholera prevention training to allow target facilities to be able to provide standardized package of Cholera care appropriate for level of facility
  • Promote integration and coherence among thematic teams particularly between PHE, Gender & Protection and PHPs

Provide guidance and supervise works of PHP Assistants

3. Coordination

Coordination with stakeholders and relevant government bodies and ensure sustainability mechanisms are established in line with the WASH facilities installed.

4. Reporting and communication 

Write weekly reports and submit to the WASH Team leader and Humanitarian Program Manager ensuring technical reports on specific concepts are included in the report.

Write the end of grant donor report according to the necessary template

5. Management and Capacity building.

Ensure that all designated WASH stakeholders and sub-contractors are aware of and abide by key internal and external protocols and principles (e.g. Red Cross Code of Conduct, People in Aid, Oxfam’s Code of Conduct)

Ensure and support the promotional activities and campaigns for improving the identified persisting risky hygiene and health seeking behaviours are carried out by the health authorities

What we are looking for: 

We’re looking for a candidate who cares about Oxfam’s mission to end poverty and is personally aligned to our feminist principles and values of empowerment, accountability and inclusion in all you do.

An ideal candidate for the role will also be / have:

  • Essential
  • University degree in Public / Environmental Health or related field in Social Development with a minimum of 3 years field experience in PHP work in developing countries in relevant community health programmes. Some of this time should have been in emergency relief programmes.
  • Knowledge of public health and one or more other relevant areas (e.g. health promotion, community development, community behavioural engagement and change and community water supply).
  • Good knowledge and experience on working with local partner agencies with a capacity of providing formal and informal training.
  • Experience and understanding of community mobilisation in relation to water, sanitation and hygiene activities
  • Understanding of international health and development and relief issues
  • Sensitivity to the needs and priorities of disadvantaged populations
  • Demonstrated experience of integrating protection, gender and diversity issues into public health promotion
  • Strong ability to communicate effectively and fluent in spoken and written English and any indigenous languages.
