Organizational Setting
The Zimbabwe Emergency Food Production Project (ZEFPP) was developed under the African Emergency Food Production Facility (AEFPF), a rapid response framework by the African Development Bank (AfDB) to address the food crisis and disruption of the supply of critical inputs for food production arising from the Russia – Ukraine crisis, climate change, conflicts, and pests and diseases. The project will be implemented at community and national levels to support farmers and the government to raise food production in the short term and build food security resilience over the medium to long term. The main objective of the Project is to increase cereal and oil seed production, fertilizer distribution and policy support to mitigate the food crisis and build the resilience of farmers. The specific objective of the project is to immediately increase food production over the next two years by providing support to farmers with seeds and fertilizer to enable them to produce seed and food crops. The Zimbabwe Emergency Food Production Project focuses on four key agricultural commodities namely wheat, maize, soybeans and sunflower. Targeting of these commodities is linked to the disruption of global supply chains emanating from the Russia – Ukraine conflict.

Reporting Lines
Under the overall supervision of the FAO Representative, the direct supervision of the Assistant FAO Representative-Programme, the Project Coordinator will receive overall guidance from the International Resilience Specialist and technical support from the FAO Lead Technical Officer.

Technical Focus
The technical areas/profiles covered will be as follows:

Management and coordination of the project Zimbabwe Emergency Food Production Project (ZEFPP). In addition, there will be an emphasis on partnership building and coordination.

Tasks and responsibilities
• Coordinate the project through work planning, budget management, monitoring and evaluation and follow-up with project partners to ensure all activities are implemented in accordance to the project logframe;
• Provide technical backstopping for the smooth implementation of the project and ensure consistency among the various components of the project and related activities, as foreseen in the project document and log-frame;
• Lead the procurement of all goods and services for the project and ensure contractual compliance for contractual work.
• Prepare Terms of Reference and oversee the work of consultants and project staff – ensuring quality control and relevance of consultancy
• Lead the production of relevant technical and policy briefs
• Ensure regular communication with all project stakeholders and in particular with the MLAFWRD, AFC and AfDB

• Chair and organize the Project Coordination Team meetings
• Manage the human, material and financial resources allocated to the project for efficient and timely project implementation and delivery.
• Organize and supervise the production of all required project reports in line with donor requirements and guidelines maintaining quality control.
• Provide substantive backstopping to consultative and other meetings, conferences, etc., to include proposing agenda topics, identifying participants, preparation of documents and presentations, etc.;
• Initiate and coordinate outreach activities; conduct training workshops, seminars, etc.; make presentations on assigned topics/activities;
• Lead and/or participate in large, complex field missions, including provision of guidance to external consultants, government officials and other parties and drafting mission summaries, etc.;
• Perform any other related duties as may be required.

CANDIDATES WILL BE ASSESSED AGAINST THE FOLLOWING

Minimum Requirements
• An advanced degree Agriculture Economics, Agricultural sciences or related fields
• Minimum of ten years of relevant experience in management position in the agriculture and food security sectors of Zimbabwe
• Working knowledge (level C) of English.
• National of Zimbabwe
