The Zimbabwe Coalition on Debt and Development is seeking to recruit an experienced professional to assume the role Project Accountant.
The Project Accountant will provide support to the Finance and Administration Manager in accounting, report compliance within ZIMCODD and partner requirements, including: producing monthly, quarterly, semi-annual and year-end accounts in the accounting system, as a Project Accountant.
The Zimbabwe Coalition on Debt and Development, ZIMCODD, is a socio-economic justice coalition preoccupied with the quest for Social and Economic Justice established in February 2000 to facilitate citizens’ involvement in making public policy and practice pro-people and sustainable. Its specific objectives are: To raise the level of economic literacy among ZIMCODD members to include views and participation of grassroots and marginalized communities; facilitate research, lobbying and advocacy in order to raise the level of economic literacy and fiscal transparency on issues of debt, national/municipal budgets, trade and sustainable development; formulate credible and sustainable economic and social policy alternatives; develop a national coalition, and facilitate the building of a vibrant movement for social and economic justice in Zimbabw
DUTIES
Finance Function
Assist the Finance & Administration Manager in the following:
Managing the whole accounting value chain and documenting all support documents
Promote daily audit readiness in line with ZIMCODD work culture.
Execute project specific functions to expedite smooth running of the assigned project
Management and reconciliation of the bank and cash accounts, preparation of the weekly cash counts and monthly financial records including cashbooks.
Prepare monthly general ledger control account reconciliations per operational procedures.
Preparation of monthly management accounts and financial reports for different donors.
Administer all project budgets to ensure compliance with the approved agreements
Work on project close-out procedures, close out finance reports,
Maintain up to date fixed asset register assist in physical assets verifications semi¬annually.
Maintain a complete record of all revenue, expenditure incurred, assets owned and liabilities due to different stakeholders.
Cash flow preparation, analysis, budget preparation, realignments, monitoring, reviews as well as ensuring all funds are spent according to obligated amount.
Properly verifying all payments, ensuring proper transaction vouching and the processing of all payments and their approval prior to payment.
Prepare project audit files for different donors and attend to audit queries until audit ends.
Assist in procurement of office and programme requirements using set procurement policy.
Process reimbursements and allowances to workshop/activity participants;
Process payments to Procure approved organizational assets;
Check and follow up on project specific acquittals and reconcile same to ensure recovery.
Collect cash from the bank when required.
Payroll
Payroll initiation for staff salaries payments, including national insurance and tax liabilities, reconciling the same and monitoring medical expenses, subsistence allowances, phone usage, etc.
Prepare and update payroll journal schedule monthly
Timeously completes and submits statutory returns to ensure obligations are met on time.
Ensure filing of regular financial reports and budget records
Carry out any other tasks as assigned from time to time by Management.
REQUIREMENTS
Professional Accounting, Finance or relevant qualification a pre-requisite.
Minimum of 3 years’ experience in relevant positions.
Experience with international donor organisation requirements in an NGO setting is considered an asset.
Knowledge of Pastel accounting system and experience with Belina payroll is considered to be an asset to the job.
Experience on procurement and human resources is valuable for this post.
Sound knowledge of financial management & control rules and practices.
Excellent written and verbal communication skills.
Proficiency in Microsoft Office.
