The Program Director leads the climate and maternal health research, programme implementation and management under the supervision of the Executive Director. The incumbent will be responsible for developing and implementing a portfolio of research studies and programs on the effects of climate change on health, especially maternal and child health. The incumbent is also responsible for directing the technical team and managing critical relationships with national and international partners and other key stakeholders. Moreover, the Program Director will be responsible for proposal development and making applications for funding; overseeing project implementation and ensuring compliance to ethical and regulatory requirements; writing research protocols; and disseminating project findings. The position also has additionally responsibility for capacity building, and supervising and supporting the team, as appropriate.
DUTIES
The incumbent will be responsible for the following:
Program Leadership and Management: Ensuring formulation and review of the strategic plan for the program and that a work plan for implementation of the strategic plan is in place.
People Management: Lead the human resources within the program in carrying out their roles and contributing to and encouraging a culture of teamwork and service delivery and taking shared responsibility for achieving results; Ensuring the optimum utilization, training and development of staff and peer educators within the program
Grant Compliance and Management: Ensure compliance with internal and external, regulations, policies, and procedures; Ensuring the timely and complete submission of all performance reports and responses to donor requests for performance, success stories, and financial information for the program, overseeing the production, reviewing, consolidation and submission of reports. Ensuring monitoring, evaluation, support, and supervision are undertaken at sites at regular intervals with continuing improvement of systems to manage risk and assure quality.
Designing research studies and proposal development: Develop funding proposals for both research and program implementation; Apply appropriate research methods to design robust studies/proposals for submission to local and international funding bodies; Write detailed project plans and research protocols and develop project/research instruments that support robust implementation of activities.
Recruitment and supervision of research staff: Identify required positions for each project/study; Recruit and train staff as per their career trajectory; Supervise staff to ensure timely study implementation and adherence to implementation plan, study protocol and research guidelines.
Documentation, data analysis and reporting: Ensure the work of the programme is effectively documented and disseminated; Developing the program’s capacity to document, disseminate and learn from its work; Reporting to funders on program indicators and progress and ensuring all reports are submitted as per contracted deadlines, and of the highest standards; Ensure that research/project data are analysed according to robust methods appropriate to each design; Write good quality manuscripts for publication in peer reviewed journals and lead dissemination of project findings in other local and international fora; Oversee timely reporting of study progress to funders.
Oversight of budgets and expenditure; Ensure adherence to budget for each project in the position’s portfolio; Overseeing programme budgets, including ensuring compliance to budgets, budget expenditure and reviewing accounting reports; Overseeing project budget development and undertaking regular analysis of project expenditure and lead the preparation of budget amendments/modification for negotiation with sponsors; Oversee program strategy development, implementation and monitoring of results
REQUIREMENTS
MD and/or PhD or Equivalent (in clinical science, population health, global health, social science, or a relevant discipline).
The incumbent must have the following essentials: – Strong management skills; Demonstrated ability to set direction, effectively respond to a complex and changing environment and apply sound judgement for project implementation;
Proven experience of working and negotiating with Government and donors at all levels; Expertise in strategic and long-term planning which appropriately reflect longer term perspectives;
A minimum of 5 years in a senior management position including proven ability to develop the capacities of multi-disciplinary professional teams; Record of securing significant project funding through competitive processes; High quality, peer-reviewed research outputs.
Desirably, the incumbent may possess internationally recognised record of research, publication, higher degree supervision and research funding; Experience of working in low- or middle-income countries (LMICs);
Ability to develop a multidisciplinary portfolio of work (research and program implementation) that includes stakeholders from academia, NGOs, UN organisations, MoH etc;
Competency in IT and familiarity with different IT software packages.
