ROLE PROFILE.
AFC Holdings seeks to recruit a Procurement Officer. Reporting to the Procurement Manager, the Procurement Officer will be responsible for ensuring timeous acquisition of goods, services and works in line with Public Procurement and Disposal of Public Assets Act and Procurement Regulations SI 5 of 2018.
Duties and Responsibilities
Assisting the Procurement Manager in compiling annual Procurement Plans for the Group. Procurement of various goods and services for the Group in compliance with Public Procurement and Disposal of Public Assets Act [Cap 22:23] and Procurement Regulations (SI 5 of 2018).
Managing the procurement process end to end. Vendor rating and managing the Group’s contracts with various suppliers. Expediting contract delivery and execution to ensure timeous performance by Suppliers. Ability to work independently and carry out assignments to completion. A good understanding of Public Procurement and Contract management.
Building strong working relationships both internally and with key external suppliers. Providing guidance to internal clients on Procurement issues. Ensuring that the procurement process is in line with Public Procurement and Disposal of Public Assets Act.
Preparing bidding documents in compliance with Public Procurement and Disposal of Public Assets Act [Cap 22:23] and Procurement Regulations (SI 5 of 2018).
Evaluation of Request for Quotations and preparing comparative schedules for approval. Advertising of tenders in the relevant media in line with the Public Procurement and Disposal of Public Assets Act.
Providing secretarial services to Tender Evaluation Committees and providing advisory role to Evaluation and Disposal Committees.
Job Skills and Competencies
Excellent analytical and report writing skills
Ability to communicate at all levels.
Qualifications and Experience
A Degree in Purchasing and Supply Management/Business Management/Accounting OR A Diploma in Purchasing and Supply/Chartered Institute of Purchasing & Supply (CIPS) qualification.
2-3 years’ experience with exposure in public sector procurement.
