PROCUREMENT MANAGER || University of Zimbabwe

Under the direction of the Vice Chancellor as the accounting officer, the procurement
manager will be responsible for the management of the University’s procurement
processes and systems in accordance with the Public Procurement and Disposal of Public
Asset Act [Chapter 22:23]. He/she will be providing leadership in the development,
implementation and evaluation of the University’s procurement policy systems, procedures
and ensuring value for money, fairness, transparency and accountability in the University’s
procurement processes and systems.

Specific Duties and Responsibilities
The Procurement Manager will, among other duties, be specifically responsible for:
a) Leading the University of Zimbabwe Procurement Management Unit (PMU)
b) Developing the University’s Procurement Plans and Reports;
c) Ensuring the University’s compliance with the Public Procurement and Disposal of
Public Asset Act [Chapter 22:23] as guided by the Procurement Regulatory
Authority of Zimbabwe;
d) Managing the Bidding Process and the Evaluation of bids,;

e) Preparing Evaluation Reports including contract awards recommendations
f) Providing leadership in post qualification negotiations for the University’s potential
suppliers and managing procurement contracts;
g) Preparing procurement reports as required, and in accordance with the Public
Procurement and Disposal of Public Asset Act [Chapter 22:23], and as may be
directed by the Vice Chancellor;
h) Preparing Evaluation and Procurement Reports;
i) Any other Duties as may be assigned by the Accounting Officer.

Desired Qualifications and Attributes
a) The applicant must be a holder of at least a Master’s Degree in procurement or
related fields, or equivalent professional qualification;
b) A holder Bachelor’s Degree in either Purchasing and Supply; Accounting;
Procurement or equivalent Professional qualification;
c) The candidate must have demonstrable practical working experience;
d) Track record of professional integrity, sound leadership skills, resourcefulness and
ability to work with minimal supervision
