Duties and Responsibilities
Enforces adherence and compliance with the Public Procurement and Disposal of Public Assets Act
(Chap 22:23) and the General Regulations (S.I 5 of 2018) to achieve transparency, openness,
fairness, competition and value for money.
Ensures that the implementation of procurement strategies and processes are in place for each
procurement category to meet business objectives and operational needs in terms of price, quality
and delivery targets, which enables the Authority to function effectively.
Prepares of procurement contracts of the Organisation.
Participates in the development and review of company procurement policies and procedures.
Ensures that procurement activities are carried out in order to ensure that value for money is
achieved, including terms and conditions, supplier selection or debarment, evaluation and
rationalisation of supply chain solutions including inventory management.
Ensures that goods, works and services are procured in line with the Public Procurement & Disposal
of Public Assets Act (CAP 22:23) and procedures.
Analyses and compares financial reports and pricing proposals and come up with relevant
negotiation strategies in all terms to attain value for money for the organisation.
Produces of the ACZ procurement and Individual plans in accordance with the Public Procurement
and Disposal of Public Assets Act.
Enforces a procurement plan that will link with any other policies and procedures to come up with
effective execution of procurement activities in the organisation.
Manages effective compliance programs.
Participates in the initiation and development of creative and innovative procurement processes.
Supplier management including appraisals, evaluations and vendor rating monthly, quarterly and
annually.
Resolves supply chain disputes and conflicts.
Qualifications and Experience
A Bachelor’s Degree in Procurement Management / Supply Chain Management or equivalent from
a recognized Institution or Chartered Institute of Procurement & Supply Professional Diploma
(CIPS, Level 6).
A relevant Master’s Degree from a recognised university is an added advantage.
Chartered Institue of Procurement & Supply / Zimbabwe Institute of Procurement & Supply
Membership is an added advantage.
Knowledge of Public Procurement and Disposal of Public Assets Act [Cap 22:23] is a distinct
advantage.
At least five (5) years’ working experience in Public Procurement of which three (3) years should
have been at a senior level.
Skills and Competences
Draft and implement the company’s annual procurement plan.
Impeccable knowledge of the public procurement legal framework.
Possess sound knowledge of modern procurement best practices.
Develop and manage performance appraisals tools to measure supplier performance.
Good managerial and leadership skills.
Self-motivated and the ability to work with minimum supervision and under pressure.
Sound knowledge of drafting business contracts.
Clean employment record.
Clean driver’s licence.
Knowledge of Sage Pastel / SAP is an added advantage.
Highly computer literate.
