1.1 Procurement Department

A Procurement Manager plays a crucial role in overseeing the acquisition of goods and services necessary for the University’s operations. This position requires a combination of strategic planning, supply and contract negotiation skills, contract and relationship management to ensure that the organization obtains right products at competitive prices.

Qualifications and Experience

  • Applicants must have at least a Masters degree in Purchasing and Supply/ Supply Chain Management or its equivalent;
  • A first degree in Purchasing and Supply/Supply Chain Management or its equivalent;
  • The successful candidate must be a member of a recognized professional body such as (CIPS, ZIPS and CILT);
  • The candidate must have at least three(3) years of progressively relevant post–qualification experience as a Procurement Officer, Buyer or Procurement Specialist;
  • Be a holder of a clean class 4 drivers’ licence;
  • Have thorough knowledge of the Public Procurement Act and other related laws.

Duties and Responsibilities

  • Procurement planning and preparation – Conduct  the University procurement need assessment through  engaging all Departments and Faculties;
  • Ensure policy compliance in the Department;
  • Oversee the entire procurement lifecycle from requisitioning to payment and Audit;
  • Implement cost-effective procurement strategies that align with organizational goals;
  • Analyze market trends to identify opportunities for cost savings and enhance value for Money;
  • Monitor supplier performance to ensure adherence to contract terms;
  • Manage and supervise a team of procurement, providing guidance and support;
  • Maintain accurate records of all procurement activities, including contracts, purchase orders and supplier communications;
  • Management of the tender process;
  • Prepare reports on procurement metrics to inform management decisions;
  • Any other duties as assigned.

Personal Attributes and Skills

  • Thorough knowledge of the Public Procurement Act and other related laws is a must;
  • Highly ICT literate;
  • Possess risk management skills;
  • Be a proactive member of the University Management team;
  • The ability to relate at the highest levels in the profession and beyond;
  • Good leadership skills;
  • Possession of good interpersonal skills and a character of high integrity.
