UNDP Zimbabwe is working with the Foreign Commonwealth and Development Office (FCDO) in Zimbabwe to support the government of Zimbabwe attain its climate goals through the Climate Adaptation Water and Energy Programme (CAWEP). The CAWEP programme aims to support vulnerable communities and institutions’ adaptation and resilience capacity to climate shocks. Through this programme UNDP and FCDO is supporting the development of climate resilient, multiple use water and renewable energy infrastructure in vulnerable communities of Zimbabwe to enable (i) continued access to water for productive and household use, including during droughts and floods, and (ii) improved access to clean and affordable energy to support economic activities with the intention of supporting more sustainable livelihoods’ outcomes. The project will align and contribute towards the Government of Zimbabwe’s (GoZ) climate change priorities outlined in various strategies, such as its National Development Strategy.
Against this background, the UNDP Zimbabwe Country Office needs a qualified, experienced and self-motivated Procurement Analyst to be part of the project team responsible for procurement for the project. to lead the project team. The Procurement Analyst will be responsible managing the procurement requirement of the project.
Duties and Responsibilities
Implementation of procurement services
Implementation of QA support services
Support to knowledge building and knowledge sharing
Provide effective logistics and supply chain support.
Support in the drafting and finalizing SOPs and NTFs
Responsibilities:
Under the guidance and supervision of the Project Manager, the Procurement Analyst provides procurement, contract management, quality assurance support, and other relevant support work to the CAWEP project in following areas:
Implementation of procurement services:
Full compliance of procurement activities with UN/UNDP rules, regulations, policies and strategies; implementation of the effective internal control framework;
Provide peer-to-peer support to other project team members on relevant procurement activities;
Effectively communicate and anticipate project, and beneficiaries’ potential pipeline requests, actively manage and liaise with stakeholders through the procurement process and maintain regular updates and client relations;
Assist with the development of procurement plan and tracking tools for the project;
Assist to develop and consolidate terms of reference for procurement of services and specifications for procurement of goods;
Support on supply sourcing including reaching out to potential suppliers globally and searching from different sources;
Consolidate, update and maintain supply roster list;
Assist with the due-diligence process by assessing and analyzing company credentials through online research;
Assist to develop solicitation documents including Request for Quotation, Request for Proposal, and Invitation to Bid;
Contribute and facilitate bid evaluation including both technical and financial parts; Prepare and consolidate evaluation report;
Provide effective logistics and supply chain support to deliver the procured goods;
Assist in sourcing and establishing Long Term Agreement contract arrangements in support to procurement management support;
Document and file all procurement related papers including solicitation, evaluation, and contract and purchase order and shipping documents;
Maintain and regularly update Procurement Support Office online filing and catalogue library.
Implementation of QA support services:
Implementation of the internal control system which ensures that Purchase orders are duly prepared and dispatched. Timely corrective actions on POs with budget check errors and other problems;
Ensures proper control of CO Assets focusing on preparation of inventory reports, implementation of Inventory and physical project assets verification.
Support to knowledge building and knowledge sharing:
Prepare and support project team members in budget planning, price lists, available item catalogues for procurement, and other fund requests
Support in drafting and finalizing SOPs and NTFs;
Capture, report, and respond to procurement requests Consolidate procurement management support data and statistics, maintain clear record with consistent tracking, assist in preparing overview procurement support reporting to the project;
Support the events, meetings and workshops organization.
Ensures organization of travel including purchase of tickets, DSA calculation, PO preparation; arrangement of shipments; vehicle maintenance; conference facilities arrangements:
Ensure timely conducted DSA, Travel Agencies, vehicle maintenance, hotel and conference facilities surveys;
Performs delegated tasks and back stopping support as and when requested by the team.
Institutional Arrangement
The Procurement Analyst will work under the direct guidance and supervision of the Project Manager and the overall supervision of the CO Procurement Specialist.

Required Skills and Experience
Education:
Master’s degree in Procurement, Supply Chain Management, or related fields.
Bachelor’s degree in relevant field with an additional 2 years of relevant experience will be given due consideration in lieu of a master’s degree.
Experience:
Minimum two years (Bachelor’s degree) relevant experience at the national level in procurement management;
Proficiency in the use of computers and office software packages as well as web-based management systems.
Desirable Skills:
Experience in market research, sourcing and document compiling;
Knowledge in project management and data management related work;
Solid experience in development of procurement plan;
Experience in sourcing and establishing long- and short-term Agreement contract arrangements in support to procurement management support ;
Experience in the usage of online database or data management tools.
Language: Fluency in English.
