DESCRIPTION
JSI Research and Training Institute, Inc. (JSI), a global public health management firm, is seeking qualified candidates for senior staff positions in anticipation of an expected USAID Zimbabwe maternal, newborn and child health program.

The Monitoring, Evaluation, Research and Learning Specialist (MERL) will lead monitoring and evaluation, research, and program learning functions in support of the MOHCC’s maternal, newborn and child health policies and strategies and the MNCH project’s objectives. S/he will play a central role in forging working relationships among technical and research professionals, and will work closely with all technical team members and subawardees to ensure the integration of MERL activities and application of evidence across the program.

This position will be fulltime, with the location of assignment to be determined with USAID. Citizens of Zimbabwe and those with a valid resident visa and work permit will be given preference.

RESPONSIBILITIES
Ensure the project has a well-defined results framework and reporting systems that include baseline data and targets to measure progress and outcomes for evaluation/program learning.
Manage development and implementation of the project’s Monitoring, Evaluation, Research and Learning Plan (MERL Plan), including Performance Indicator Reference Sheets, Data Management Plans and a strategy and activities to promote collaboration, learning and adaptation during implementation.
Guide the design and implementation of evaluation studies that inform project objectives.
Oversee the development of a user-friendly database for the storage and management of project data.
Lead adoption of proven collaborative approaches for sustainable improvement of data quality and data use for decision making.
Ensure that activity data and results are presented and used to inform activity implementation and shared with stakeholders.
Collaborate with communications personnel to optimize methods of information dissemination for different stakeholder groups.
Identify opportunities for automation of information dissemination to relevant stakeholders including actionable notifications.
Work with the project’s technical team to identify activities, processes and/or outcomes worthy of documentation.
Host and attend partner meetings, site visits, and provide technical assistance as needed
As a member of the Senior Management Team, provide strategic direction, analysis and planning for project activities.

QUALIFICATIONS
Graduate degree in public health, demography, sociology, epidemiology, biostatistics or a related field
Minimum seven years of professional experience in monitoring, evaluation and research related to large-scale health development projects
An understanding of the standard indicators and techniques applied in the monitoring and evaluation of MNCH, HRH and supply chain management programs
Skills and experience to develop methodological tools and instruments for monitoring and evaluation (i.e., IRB, questionnaires/protocols, analysis plans, data dashboards, etc.)
Experience designing surveys and program monitoring systems
Experience using the DHIS 2 platform to extract data for program monitoring and evaluation
Experience designing and using digital applications for data capture, analysis and decision-making
Knowledge of data collection protocols and processes for data quality verification
Exceptional oral, written, presentation, coaching and contract management skills
Salary commensurate with experience.
