TITLE: Monitoring, Evaluation and Learning manager (Program Manager)

SUMMARY
Responsible for the design of and day to day management of country and program specific monitoring, evaluation and learning systems and processes for democratic development programs and overall oversight by performing the duties listed below.
Responsibilities
Develop and design practical and budgeted monitoring, evaluation and learning systems for democratic development programs implemented by the Zimbabwe country office;Liaise with and maintain relationship with designated ND] ME&L team members and other internal and external experts and advisors as directed by the Country Director;Advise and train NDI Zimbabwe Program Managers and Program Officers to implement agreed Monitoring, Evaluation and Learning systems and processes;To advise and provide training for NDI’s local partners to implement agreed Monitoring Evaluation and Learning systems and processes;Analyze collected monitoring data and provide updates on performance monitoring plans and through reflection, analysis and decision making meetings to designated Program Directors, Managers and Officers and the Resident Country Director, in-house experts and external experts, partners, advisors and sub grantees;
Advise and support in particular the Senior Program Officer designated to oversee and implement activities and plans under Objective 2 of the Zimbabwe Elections and Civic Engagement Program, Provides assistance in day-to-day internal management of country specific regional programs and acts as management focal point in absence of Senior Program Manager and/or Deputy Director;Responds to NDI staff inquiries requiring training and analysis of monitoring and evaluation data;Maintains collaborative relationships with intemational democratic development organizations, civic organizations, political party networks and partners, and NDI’s network of volunteer trainers and experts;Monitors assigned ME&L annual budget; provides a full, accurate and timely accounting of all funds in collaboration with the Director of Finance and Administration and Sub Grants Officers;
Monitors political events for assigned programs;Serves as NDI representative at conferences and meetings and assists with NDI’s public outreach as requested by the Resident Country Director;Provides edits on quarterly, bi-annual and final reports and other generated documents ensuring up-to-date reporting on indicators;Travels to the provinces of Zimbabwe as agreed with the Resident Country Director to assess political development and new opportunities and evaluate current projects;Shortlists international trainers, volunteers and field representatives; participates in some recruitment activities, develops a network and suggests utilization;Design, development, and maintain uniform and consistent data collection protocols and secure data management and storage practices;Responsible for data entry for both intemal and donor databases;Maintains regular contact with the donor and NDI Washington, DC-based colleagues to ensure timely updates and adjustments to all corresponding databases; andPerforms other duties as required and requested by the Resident Country Director.
