MONITORING AND EVALUATION MANAGER
DEPARTMENT: MONITORING AND EVALUATION
Duties and Responsibilities
- Develops and maintains a comprehensive monitoring and evaluation framework to support the achievement of the Public Procurement and Disposal of Public Assets (PPDPA) Act objectives;
- Conducts the annual and periodic assessments of procurement processes, making appropriate
recommendations: - Facilitates the collection of relevant and appropriate data needed for an effective M&E system which will be utilized in the monitoring of strength, weaknesses and gaps in public procurement and assets disposal:
- Identifies key performance themes and parameters for monitoring procuring entities while designing standardized formats for such performance reports;
- Facilitates the coordination and implementation of periodic M&E audits for procuring entities to assess their adherence to set procurement standards, processes and procedures while addressing any identified risks and challenges:
- Monitors the establishment of framework contracts for public procurement of commonly used items;
- Leads, and manages subordinate staff in the effective implementation of PRAZ’s MBE tasks and activities:
- Documents key M&E findings and offer appropriate recommendations to improve accountability. performance and service delivery in line with the mandate of the Authority and
- Carry out any other duties assigned by the Monitoring and Evaluation Director.

Person Specifications
- A degree or equivalent in Monitoring and Evaluation, Statistics or Procurement, from a recognized tertiary institution:
- Professional affiliation in the relevant field:
- Must have a minimum of five (5) years’ post qualification experience in a reputable institution;
- Excellent Excel, SPSS, ACL, statistical and data management software for data integration and analysis and
- A relevant master’s degree is an added advantage.
