Job Description
Reporting to the SRHR MERL Specialist, the MERL Coordinator provides guidance and support on MERL activities in line with the MERL policy and standards, Program and Influence Quality Policy and Procedures.
Accountabilities
Monitoring
Lead the development and regular update of the M&E framework and tools for quantitative and qualitative data collection, monitoring and evaluation processes.
Support measurement of the project´s logical framework indicators, and collection and analysis of all other needed information to respond to any other identified data gap.
Plan and coordinate data quality assurance, including frequent data auditing and data spot checks for the Project.
Establish the use of participatory, gender-sensitive and inclusive MERL approaches and methodologies with adults and children to deepen stakeholder engagement.
Evaluation and research
Coordinate planning, design and coordination of project base, mid and endline surveys.
Review the project evaluation and research reports and give recommendations regarding approval to program management.
Ensure the development and dissemination of project evaluation/research findings to donors, partners, key stakeholders and communities and their utilization in learning activities.
Knowledge Management and Learning
Provide support on MERL related activities to the project team and strengthen capacities for Results Based Monitoring.
Support documentation and learning processes and their appropriation and implementation of them in the projects.
Support deployment of appropriate, gender sensitive and inclusive community feedback mechanisms
Support utilization of the M & E system (PMERL) for the project, ensure quality, and complete data entry; and reporting in the system.
Child Protection & gender equality mainstreaming
Promotes and abides by Plan policies and procedures including but not limited to: Gender equality mainstreaming, Safeguarding Policy, Code of Conduct and the related mandatory reporting responsibilities.
Qualifications and Experience
University Degree, at least Bachelor Degree, in Economics, Statistics, Social Sciences, Humanities/development studies, or related fields.
At least 2 years of work experience within the development/humanitarian sector advising or managing M&E processes. Experience in Results Based Monitoring is an asset.
Experience in the use of Digital Data Collection tools or/and of data visualization software solutions is an asset.
Experience of working for an international organisation and with local partners.
Fluency in English, both written and spoken; local language is an asset.
Skills
Strong strategic thinking, analytical and problem solving skills.
Strong team-building, motivational, negotiating, facilitating and influencing skills.
Proficient in computer skills and use of research applications, like SPSS.
Apply recognised standards of data quality assurance .
Analyse, synthesise and draw out conclusions and learning from M&E data and processes.
Support, coach and train staff for improved MERL and respond to MERL queries.
