Title: HUMAN RESOURCES AND STAKEHOLDER RELATIONS MANAGER
Location: Mutare, Zimbabwe

Border Timbers Limited, part of the CICADA Group, is a forestry and timber products company in Manicaland, Zimbabwe. The Human Resources and Stakeholder Relations Manager plays a dual role within the organization. This position is responsible for the operational management of the Human Resources function. including talent management, employee engagement, compliance, and organizational development. Additionally, the role oversees the organization’s external relations with key stakeholders, including government agencies, local communities, and advocacy groups, ensuring alignment with the organization’s mission, values, and regulatory obligations.

Duties and Responsibilities:

Human Resources Management

  • Develop and implement HR strategies aligned with organizational goals.
  • Oversee recruitment, onboarding, performance management, training, and development initiatives.
  • Ensure compliance with labor laws and internal policies.
  • Foster an inclusive, positive, and high-performance work culture.
  • Manage HR administration including payroll, benefits, and employee records.
  • Provide guidance to managers and staff on HR-related matters and conflict resolution.
  • Stakeholder and Government Relations

Manage the HR Officers based in the estates

  • Build and maintain strategic relationships with government entities, regulatory bodies, and community organizations.
  • Represent the organization in meetings with public officials, local leaders, and advocacy groups.
  • Monitor regulatory and policy developments that may affect the organization and provide strategic advice accordingly.
  • Coordinate community engagement initiatives, including public consultations, forums, and outreach programs.
  • Serve as a spokesperson or liaison for government and public affairs, ensuring transparent and timely communication.

Qualifications

  • Degree in Human Resources or its equivalence
  • Diploma in Human Resources Management (IPMZ) an added advantage
  • Minimum 10 years of HR experience
  • Minimum 2 years of experience in public, community or government relations

Specialized or Technical Knowledge:

  • Professional level English and Shana communication skills, both written and verbal
  • Proven ability to manage teams
  • Excellent interpersonal and negotiation skills
  • MS Word
  • Zimbabwe labor law and government relations practices

Remuneration
A remuneration package commensurate with the duties and qualifications will be communicated to the successful candidate.
