The position exists to provide economic, efficient and effective procurement of goods and services and proper contract management in compliance with the provisions of the procurement legislation as well as organisational policies.
Reports to Director General Location: Head Office
DUTIES
Formulating, reviewing and updating Procurement policies and procedures regularly to ensure efficient, effective and economic utilization of the Authority’s financial resources in line with the stipulated statutory regulations and procedures.
Managing day to day operations of the Authority’s Procurement Management Unit (PMU) to ensure adherence to best practice and good Corporate Governance by members.
Overseeing the cost-effective procurement of goods and services in line with the provisions of the Public Procurement and Public Assets Disposal (PPPAD) Act (Chapter 22:23)
Advising the Accounting Officer, management and staff on all procurement matters.
Planning annual and periodic procurement activities for the Authority.
Managing the bidding processes, including pre-bid meetings, clarifications and opening of bids incompliance with provisions of the (PPPAD) Act.
Facilitating the Authority’s Evaluation Committees in carrying out their duties and responsibilities.
Preparing evaluation reports and recommending awards for tenders to best advantage.
Submitting all evaluations to the Accounting Officer, with confirmation that the procedure followed has complied with procurement regulations
Preparing contract documents, amendments and managing/overseeing the management of the procurement contracts.
Preparing monthly/ quarterly/annual procurement reports and as may be required by the Accounting Officer.
Liaising with the Procurement Regulatory Authority of Zimbabwe on procurement issues to ensure compliance with statutory requirements.
REQUIREMENTS
A Degree in Supply Chain Management/Purchasing and Supply/ Procurement from an accredited institution.
A relevant Master’s Degree in Supply Chain Management /Business Administration/Business Leadership is an added advantage.
Postgraduate Diploma in Purchasing and Supply Management/Procurement
Membership of CIPS orequivalent.
Eight (8) years’ relevant experience in procurement of which 5 must be at Managerial level in a Public Procurement environment.
Knowledge of Procurement Regulatory Authority of Zimbabwe (PRAZ) procedures and regulations is a must.

Unquestionable integrity.
Strategic thinker.
Must be computer literate.
Good report writing skills.
Sound knowledge of negotiating, drafting and interpreting contracts.
