PSI seeks a Grants and Contracts Officer to oversee prime and subaward due-diligence and compliance for PSI in Zimbabwe across 5 existing funding streams, with guidance and support from the PSI headquarters Grants and Contracts and Program Management Teams, according to PSI global policies, procedures, and tools. This position will consolidate inputs for prime award compliance on 5 existing awards and provide technical assistance for assured compliance on a range of second tier subawards. This position reports directly to the PSI in Zimbabwe’s Multi Country Director of Finance and Administration.

DUTIES
Consolidates inputs and documentation for prime award compliance across PSI in Zimbabwe’s existing funding streams, including pipeline and accrual analysis, review of donor financial reports and coordination of award mandated donorspecific audits.
Leads the subaward management lifecycle with all first tier subrecipients issued under the prime awards, implementing the required subaward management tools, templates, methods, and processes.

Reviews and processes subrecipient financial expenditure reports against budgets, including validating expenditures through a sampled review of supporting documentation, identifying internal control weaknesses, and disallowed or questioned costs, and preparing financial report review checklists and management letters.
Conducts subrecipient monitoring site visits, and update risk-based subrecipient monitoring and capacity building plans on a predetermined frequency agreed between PSI and subrecipients. Support second tier subrecipient monitoring site visits when/where required.

Collects and files essential subaward documentation (e.g., pre-award assessments, selection & negotiation memos, reports, site visits reports, monitoring plans, financial report review checklists, management letters, important email communications, pre closeout letters, modifications, and approvals of any required deliverables outlined in the subawards.)
Coordinates closely with Program Management and Global Project leads at HQ to lead review and confirmation of documented correlation between subrecipient financial expenditures and subrecipient programmatic reporting.

Liaises with Financial Analyst and Program Management team at HQ to confirm reconciliation of subrecipient actual expenditures compared with advance payments and clearing of cash balances.
Supports the contracting framework under the RBF fundholding role and oversee compliance with that framework by MoHCC structures as a precondition for RBF payment.

REQUIREMENTS
Degree in Financial Management, Accounting, Business Administration, or related professional course such as ACCA, CIS.
3 years demonstrated experience and in-depth knowledge of prime and subaward management and compliance experience.
Familiarity with USAID and international donor rules and regulations an added advantage.
Demonstrated proficiency in Excel and ability to learn virtual work and collaboration platforms like Office 365 and Microsoft Teams.
