The Zimbabwe Energy Regulatory Authority (ZERA) is a statutory body mandated to ensure the provision of a level playing field for safe, reliable and sustainable energy supply through effective regulation. ZERA seeks the services of a highly competent, professional and results oriented individual who can take the organisation to a higher level in the following role:

ECONOMIC REGULATION DIRECTOR: GRADE E3
Reporting directly to the Chief Executive Officer, the Key Job Functions of this position are as follows:

  • Manage licensing processes for energy sector operators, ensuring regulatory
    compliance.
  • Develop and review tariff methodologies and pricing models for electricity, petroleum and renewable energy.
  • Oversee the review of electricity tariffs, petroleum pricing, and power purchase agreements.
  • Conduct research on economic, financial and regulatory trends in the energy sector
  • Provide sector economic analysis.
  • Monitor and coordinate energy industry performance standards and compliance enforcement.
  • Represent ZERA at high-level meetings with government ministries, external stakeholders, and international forums.

Key Job Requirements:

  • A degree in Engineering, Economics or Business Administration.
  • CIMA (Certified Management Accountant) qualification/ membership will be an added advantage.
  • A Master’s degree or relevant postgraduate qualification.
  • At least 10 years of experience in the Energy or Regulatory sector, with 5+ years in leadership roles within large organisations.
  • Expertise in economic regulation frameworks, energy pricing, and licensing.
  • Strong analytical, leadership, and communication skills.
