JOB PURPOSE

To provide strategic leadership in World Vision Zimbabwe’s work in the humanitarian field, specifically in emergency response, food assistance & GIK Management, DRR, and contribute to key sector areas, influencing the government of Zimbabwe, and donors in key policy areas. Additionally, the role is responsible for raising funds through strong donor relations.The Disaster & Food Assistance Manager ,  in consultation with the regional HEA team and working collaboratively with other managers and units, will position World Vision Zimbabwe as a competent and authoritative voice for minimizing impact of disasters on child well-being by ensuring that the national office and area development programmes respond timely, effectively and professionally to all emergency categories as defined by WV’s criteria for disaster declaration protocols.

MAJOR RESPONSIBILITIES

Provide leadership in the development and implementation of a strategy to deliver key team objectives

  • Acquiring grants to support humanitarian responses and DRR
  • Deployment of effective resources to emergencies
  • Lead in key technical areas, including Design, Monitoring & Evaluation
  • Influencing key internal and external stakeholders for country humanitarian action
  • Ensure streamlined and adherence to humanitarian standards in the area of work

Contributing to Partnership objectives

  • Ensure that all commodities, cash and other materials earmarked to target populations are properly handled, stored, transported, distributed, tracked, fully accounted for and reported on according to World Vision standard procedures and Donor policy.
  • To support project staff, and district teams in planning, implementing, monitor and evaluate approved activities as per programs design.
  • Ensure programme compliance to Humanitarian Accountability standards.

Provide Leadership in the design & implementation of Food Assistance Programs within WVZ

  • Ensure timely GIK planning, management & reporting as well as compliance to relevant GIK standards.
  • Ensure donated resources are utilized for the maximum benefit of the children and communities World Vision is working with in support of our global Child Well Being Aspirations/2030 strategy.
  • Facilitate the integration of GIK resources into technical programs.

Provide leadership in GIK Planning, Management & Reporting

  • Ensure timely GIK planning, management & reporting as well as compliance to relevant GIK standards.
  • Ensure donated resources are utilized for the maximum benefit of the children and communities World Vision is working with in support of our global Child Well Being Aspirations/2030 strategy.
  • Facilitate the integration of GIK resources into technical programs.

Operational excellence in DRR, Emergency Response Management and Implementation

  • Leading the implementation of Disaster Management activities  in  the National office
  • Active membership in the RDMT
  • Develop/oversee the coordination of a functional NODMT
  • To keep a watching brief on the evolution of emergency situations, immediately reporting on developments and advising on the suitability and adequacy of WV’s response. This should include assessment and evaluation of needs and possibilities for WV to work in any sector. This will also entail leading the emergency declaration process.
  • Assuring standards of excellence in the management of human, financial (including the NEPRF), capital, and technical resources of the Portfolio.
  • Regular monitoring of KPIs and other performance metrics to ensure the team continuously contributes to achieving strategy objectives.
  • Meeting all reporting and other requirements of the National office
  • Ensure adequate monitoring, reporting and acquittal of emergency response and DRR activities in accordance with WV’s humanitarian accountability framework, SPHERE standards, and other essential standards.
  • Ensure that different sectoral activities are implemented in a coordinated and integrated manner.
  • Ensure all personnel understand and carry out their duties in accordance with humanitarian principles, core values, the Code of Conduct and SPHERE.
  • Ensure all team members understand WV’s security policies and guidelines.
  • Lead the Documentation and sharing of the disaster preparedness processes and learning and share across the organisation to enhance learning.
  • Develop and  establish contextual systems for DRR and effective emergency responses
  • Oversee all reporting in DRR, preparedness and  during and after responses

Develop collaborative internal and external relationships

  • Establishing and maintaining effective working relationships with other departments within the National office
  • Actively participate in the department leadership team, supporting the development and delivery of the strategy
  • Collaborate with and support other senior leaders in the organisation
  • Actively engage sponsorship team on disaster management and mitigation
  • Develop and maintain relationships with, the host government, donor agencies , UN agencies  and other NGOs  to influence these bodies and promote WV’s lead contribution in the humanitarian field

KNOWLEDGE/ QUALIFICATIONS

  • Minimum of a Bachelor’s Degree in Social Sciences, Rural/Community Development, Agriculture or equivalent
  • Three to five years’ experience in leadership position (some cross functional management experience essential)
  • Appreciation of basic computer skills like Microsoft word, excel, lotus notes, internet etc.
  • Experience in project design, implementation, monitoring and evaluation and report writing essential.
  • Networking with key stakeholders within and without WV- maintain strong links other NGOs, community structures and government agencies
  • Understanding of WV operations in both relief and the development context
  • Ability to identify gaps, trends, priorities and key issues
  • Ability to integrate relief, development and advocacy
  • Ability to interpret and present information with influence and impact
  • Good understanding of WV and Sphere standards
  • Ability to build and maintain strong relationships
  • Ability to lead effective, long and short term planning
  • Ability to demonstrate Christian Commitment
