This Opportunity
Palladium is seeking a Director of Finance and Administration (DF for the USAID-funded Zimbabwe Maternal, neo-natal and child health and family activity.

The DFA will oversee operational and financial components of program implementation; will manage the establishment and use of robust systems for financial management; and will ensure program operations are compliant with Palladium and USAID policies and principles. The DFA will also oversee provision of business planning, management, and other development support and capacity building to private sector enterprises engaged through the program.
This position will be based in Harare and is contingent upon contract award to Palladium.

Key Competencies Required
Providing overall management of administrative operations, including, logistics, procurement, budgeting, finances, human resources, information technology, property and security
Overseeing sound and effective systems for project administration and operations, including grants, subcontracts, procurement and compliance
Developing and delivering training materials and other capacity building assistance to support business planning, financial planning and management, marketing, and other business development activities for grantees and other private sector entities engaged through the program.
Supervising financial operations and monitoring of obligations, budgets, and expenditures;
Preparing budgets for annual workplans and financial reports USAID/Zimbabwe
Coordinating and managing the mobilization of short-term and long-term technical assistance and administrative staff

Ensuring compliance with USAID policies and procedures;
Developing internal control measures to ensure accurate and timely financial reporting at the headquarters and field levels
Conducting internal and coordinated external financial audits.

Professional Expertise/Competencies Preferred
Advanced degree in business administration, finance, accounting, or related field.
As needed, demonstrated knowledge and skills in accounting, financial management, human resources, procurement, and other management support functions.
Excellent leadership skills, including the ability to manage large budgets for bilateral donor projects and client expectations.
Minimum of four years of experience in administrative and financial management of large-scale, complex, international, and donor-funded programs.
Knowledge of USAID contract management, policies, procedures, regulations and reporting requirements strongly preferred.
Experience supervising personnel and ensuring they acquire the necessary training and skills to meet evolving program needs.
Strong leadership, program, organizational management and oral and written communication skills.
Strong interpersonal skills for working with project staff, donors and beneficiaries.
Advanced knowledge of MS Suite and other business accounting packages and strong MS Excel skills.
Must be fluent in English.
