JOB SUMMARY:
Responsible for the financial operations of the hospital, including budgeting, forecasting, and financial reporting, while ensuring compliance with regulatory requirements.
KEY RESPONSIBILITIES:
- Contribute to the policy formulation and strategic planning processes of the hospital
- Design and implement effective internal financial and loss control systems
- Check the financial control systems in order to monitor the income generated by the Hospital against the expenses.
- Monitor the level of adherence to a set budget through checks and balances.
- Prepare accurate, timely monthly, quarterly and yearly financial statements for the Chief Executive Officer and the Hospital Management Board.
- Ensure that the Hospital complies with all audit, accounting and reporting requirements as set by Treasury Instructions and Health Services Fund manual and procedures
- Prepare and present financial plans and annual budgets to the Chief Medical Officer and Hospital Management Board as required.
- Advise the Chief Medical Officer and Hospital Management Board of financial irregularities, non-compliance, non-adherence and other financial concerns and risks that relate to the Hospital.
- Collaborate and coordinate activities with the Ministry of Health and Child Care or Treasury. This includes working with Auditors.
- Prepare expenditure and revenue projections on a monthly basis and advise the Chief Executive Officer and Hospital Management Board
- Monitor cash flows.
- Supervise Finance staff in the facilitation of day-to-day operations including tracking revenue collection, invoicing etc.
- Ensure that Hospital financial systems are robust and support current activities and future growth.
- Engage audit services to ensure financial monitoring is up to date.
- Create and maintain relationships with the Medical Aids, Banking Institutions etc.
- Participate in the preparation of Purchase Plans, DIPA and other Hospital Operational documents.
- Ensure compliance with statutory provisions.
QUALIFICATIONS, EXPERIENCE AND COMPETENCIES:
- Bachelor of Accounting or Bachelor of Commerce in Accounting or equivalent (full CIS, ACCA or CIMA).
- A relevant Master’s degree in Accounting/Business Administration or any other related field is a must
- A minimum of two (2) years relevant working experience at Deputy Director level or equivalent preferably in the health sector
- A relevant Post Graduate qualification is an added advantage.
- A thorough understanding of the Public Finance Management Act
- Experience in computerized Accounting i.e., use of Pastel and Asset Management/Working knowledge of the Public Finance Management System (PFMS)
- Proficiency in accounting software including Pastel
- Experience with audit, legal compliance and budget development
- Demonstrated experience in financial management and accounting
- Outstanding analytical, conceptual and interpersonal skills
- Be results oriented, assertive and have the ability to communicate at all levels.
