The Civil Aviation Authority of Zimbabwe (CAAZ) is a statutory body mandated to
promote safe, regular and efficient use and development of aviation inside and
outside Zimbabwe as well as advise Government of Zimbabwe on all matters relating
to domestic and international aviation. The Authority seeks to engage a dynamic
individual to fill the following key executive leadership position.
POSITION: DIRECTOR FLIGHT SAFETY STANDARDS
Reporting to the Director General
Location: Head Office
Job Purpose
Reporting directly to the Director General the incumbent shall lead a team of experts
to effect aviation safety oversight through licensing, inspection of equipment and
aircraft and effective regulation of civil aviation in Zimbabwe.
Duties and Responsibilities
• To ensure that flight safety standards are implemented and maintained in order
to ensure the safety and security of civil aviation in Zimbabwe.
• Develop systems that ensure all air operators and aviation services providers
adhere to the ICAO Standards and Recommended Practices (SARPs).
• Ensure proper operations and maintenance of Regulatory Services in
accordance with the international safety standards and sound economic
principles.
• Initiate and implement systems and processes for the effective licensing of
Aviation Personnel, Aircraft Maintenance Organisations and Equipment.
• Ensure that all locally registered aircraft meet the highest possible airworthiness
standards and initiate supervision of foreign registered aircraft in accordance with
international requirements.
• Keep abreast with international licensing standards and trends and adopt what
is applicable to Zimbabwe. Ensure that all CAAZ functions comply with the
relevant ICAO Annexes.
• Assess technical aeronautical trends and development and estimate the effect
on CAAZ’s future policies and methods and advise Management and the Board
accordingly.
• Review regulations in areas affecting flight operations, airworthiness, aerodromes
and licensing and propose amendments in light of changing circumstances.
• Develop and maintain healthy relationships with key stakeholders locally,
regionally and internationally.
• Take complete responsibility for the development and acceptance of
challenging but realistic objectives and plans by immediate subordinates and
help them to achieve desired results.
Qualifications and Experience Requirements of the Job
The successful candidate for this Executive position should meet the following criteria:
At least 8 years working experience in an aviation environment of which at least
5 years must be at a Senior Level in the Flight Safety Standards Division of a
recognised regulatory body or quality audit position in any of the following:-
i. Flight Operations as Pilot-in-Command
ii. Airworthiness, a licensed engineer
iii. Personnel Licensing, Licenced Airman
iv. Air Navigation Services, Air Traffic Control and Aerodromes
v. Aircraft Engineering – Licensed
• Sound knowledge of relevant ICAO Regulations, procedures and recommended practices.
• Thorough knowledge of Civil Aviation Rules, practices and procedures.
• Practical experience of PEL standards and practices.
• Must have high level of vigilance and sensitivity to airport and national safety and security issues.
• Must have good working relationship with other international and regional Authorities.
