Company Description
The Netherlands Development Organization (SNV) is an international not-for-profit development organization that believes in contributing to poverty alleviation through various programs/projects that it implements. SNV provides services in Agriculture, Water, Sanitation and Hygiene, and Renewable Energy. The recipients of these services include governmental institutions, non-governmental organizations and private sector organizations, communities, and individual households.

BACKGROUND
SNV is implementing a regional (multi-country) program entitled Opportunities for Youth Employment (OYE+) in partnership with the embassy of Sweden (Sida) and Swiss Agency for Development Cooperation (SDC) in Zambia and Zimbabwe. OYE aims to improve the livelihoods and increase incomes for thousands of out-of-school youths (among whom at least 50% are young women) in “green” jobs, agri-food systems and energy. The project aims to sustainably increase youth employment and income by skills and capacity development of youth (push factor), linking these youth to market opportunities for employment and enterprise development (match factor) in growth sectors that have the concrete potential for employment creation (pull factor). The OYE approach is a market-based method to sustainably increase youth (self) employment, income and ultimately, improve livelihoods.

The OYE project in Zimbabwe and Zambia, is now in its final year of implementation and has collected a large amount of data in both countries. This data is predominantly stored and or archived in the OYE online database which the project established and has been operating and regularly upgrading. The project now requires the expertise of a strong candidate to intensively analyse the collected data for sensemaking, trend analysis, assessing model effectiveness, and more importantly, flagging areas of improvements (in terms of data collection processes, in data quality, in data analysis, use of data for management decision making) and develop learning materials for sharing both internally and externally. Hence the project is seeking the services of a consultant to conduct data analysis and develop powerful visuals (in the form of infographics) which SNV can use both internally and externally for knowledge sharing and to inform management decisions. The consultant will work in accordance with the agreed terms and schedules of the contract.

Job Description

TECHNICAL SUPPORT AREAS
OYE DATA ANALYSIS
In close collaboration with the country OYE MEAL and project teams, and under the supervision of the Regional Hub, the consultant will conduct in-depth data analyses of both the Zimbabwe and Zambian OYE datasets and compile informative data analytics. Such analytics should also be disaggregated by locality (rural vs urban), sex, age range, marital status, education level, district, country, Local Service Providers amongst other disaggregation’s.

1.1 Objectives
Data cleaning which includes the identification of data gaps and questionable data (validity/ accuracy) amongst other parameters of the datasets
Data analysis of the OYE datasets using various data analysis applications, tools and technologies.

Expected Outcomes/ Deliverables
Inception report (amongst other things, the report must articulate and propose the nature and extent of analysis required- mainly quantitative data analysis- after familiarization with shared project documents and online database)
Clean OYE datasets for both Zimbabwe and Zambia- this will entail that the dataset will have: i) up-to-date data, ii) no incomplete/missing data, iii) no duplicate or irrelevant data, iv) no typos or incorrect formatting, e.g., capitalisation, v) no mislabeled data (data entered in wrong place/data set), and finally, must ensure that the data is clear, logical and accurate.
Data analysis report
Recommendations for improvements in youth databases, effective data collection tools, data analysis and trend analysis variables and any other relevant areas in line with the OYE+ Theory of Change and Results Framework.

OYE RESULTS AND FINDINGS VISUALIZATION
The consultant will be required to translate the analysed data into striking infographics and visuals that speak to development experts, funders, stakeholders and young people, and clearly depict the OYE achievements.

2.1 Objectives
Utilise data visualisation tools and methodologies to tell the complete OYE story and demonstrate progress along the pathway through media (social media, TV, print e.g., newspaper articles, posters) and publications (reports, policy briefs, success stories, case studies, animation) targeting funders, strategic stakeholders and youth in Zimbabwe, Zambia and beyond.

Expected Outcomes
OYE results, trends and patterns interpreted and portrayed using infographics and any other visual format that are reflective and illustrative of the data, for easy updating and sharing of real time findings.
Qualifications

REQUIREMENTS
Must be a seasoned data analyst with strong data analysis skills
Have a relevant Master’s or Bachelor’s Degree (for example in M&E and/or Statistics)
Knowledgeable in many data analysis and visualization packages
Have at least 6 years’ relevant work experience and a proven track record in data analysis and visualization
Strong report writing skills
Self-starter, able to work independently and with minimum supervision
Able to work flexibly under pressure in a fast-paced professional working environment
Detail-oriented, well organized, and responsive
Ability to treat confidential information with due care
Past experience in youth employment programming is an added advantage.
