TERMS OF REFERENCE FOR THE ENGAGEMENT OF A CONSULTANT (VIDEOGRAPHER & WRITER) TO DOCUMENT THE IMPLEMENTATION OF THE SASA! PROJECT IN FIVE WARDS – MBIRE DISTRICT

- Background
Katswe Sistahood, in partnership with the National AIDS Council, is implementing the SASA! project to address the critical issue of gender-based violence (GBV) within communities. This project aims to challenge and transform the underlying social norms that perpetuate GBV while ensuring the provision of care and support services for survivors. The SASA! Intervention was evaluated through a cluster-randomized control trial conducted in Kampala, Uganda, from 2008 to 2012, focusing on community mobilization activities aimed at changing inequitable gender norms.
Launched in 2019 with funding from UN Women and later supported by the National AIDS Council (NAC) in 2022, the SASA! project has been instrumental in raising awareness and addressing issues related to gender-based violence (GBV) and child marriages in Wards 2, 3, 4, 11 and 12. As the project approaches its conclusion in wards 2 & 3 and is midway in ward 4, 11 and 12, it is essential to document the human-interest stories, successes, and lessons learned from the initiative to date.
In light of this, Katswe Sistahood is seeking proposals (both technical and financial) from highly qualified individuals, media companies, or documentary production firms that are registered and operating in Zimbabwe to document (videography and writing) the human impact stories of the SASA! Project.
- Objective of Services/Work
The objective of this consultancy is to document the human impact stories of the SASA! Project from the perspectives of beneficiaries, program implementers, and stakeholders across two wards (Wards 2 & 3) in Mbire District. This will involve the filming, editing, and production of short documentary videos, images and written stories on selected topics related to the program interventions for use on multimedia platforms. The produced content will creatively communicate and showcase the successes of the program.
- Scope of Work
The service provider will be responsible for producing short documentary videos and articles/photo-essays primarily from the perspectives of Katswe Sistahood and program beneficiaries, incorporating interviews and insights from local communities, key stakeholders, and SASA! program staff.
- The videos must be produced in a language comfortable for the interviewees (English/ Shona), with English captions. They should meet high market quality standards, be in high definition, and feature clean stylistic touches.
- The production process, including filming, editing, and narration, will be conducted by the service provider, with scriptwriting support from the Katswe Sistahood focal person.
- The service provider will also produce high-quality images from project activities
- The service provider will also produce a minimum of 10 written human-interest story in the form of articles, photo-essays or case studies etc.
- Specific Tasks and Deliverables
Under the supervision of the Katswe Sistahood SASA! Project Officer, the consultant will be responsible for the following tasks:
- Develop the overall concept and scenario for the documentary and short videos with support from the SASA! program technical team.
- Visit selected sites in the two wards of Mbire District and interview SASA! beneficiaries and key stakeholders.
- Conduct appropriate filming and shoot interviews with project clients and stakeholders.
- Ensure the highest broadcast quality of videography and photography.
- Produce highest quality human interest stories in the form of articles/photo-essays
- Comply with all requests and instructions from Katswe Sistahood regarding videography and video-editing requirements within agreed timelines.
- Utilize the correct video formats as specified by Katswe Sistahood.
- Adhere to the highest professional ethical standards, aligning with Katswe’s core messages.
- Deliverables:
- One overview documentary video (duration of 10 minutes maximum)
- Five short videos of beneficiaries, project staff, program components, or achievements (duration of 90 seconds each).
- A minimum of 20 high-resolution images related to the SASA! project.
- A minimum of 10 human interest stories (photo essays/case studies/articles).
- Duration of the Assignment and Location
The duration of the assignment is 15 working days from the date of signing the contract.
- Travel
The assignment will involve travel to selected project sites, which will be confirmed by project leadership once the consultant is engaged. The service provider is responsible for covering travel and accommodation costs. Any necessary equipment for the assignment will be provided by the service provider.
- Qualifications
The lead consultant must possess:
- A qualification in media communications, journalism, social sciences, humanities, filming, videography, or a related field; a bachelor’s or master’s degree in these fields is preferred.
- A minimum of five years of experience in filming and video production within the development sector in Zimbabwe and/or the region.
- A proven track record of developing human impact stories and documentaries for the development sector.
- Experience in documenting health programs in Zimbabwe.
- Examples of previous work completed for NGOs in Zimbabwe or the region.
- Fluency in English and Shona; knowledge of other local languages is an asset.
- Application Procedure
Proposals must address all requirements outlined in the Terms of Reference and include the following:
- A proposal cover letter expressing interest and highlighting corporate profiles, years in business, and significant work experience relevant to the assignment.
- A technical proposal (not exceeding five pages) detailing:
- A clear understanding of the Terms of Reference.
- A capacity statement demonstrating the ability to handle the assignment.
- A clear description of the proposed methodologies and a practical work plan given the assignment’s duration.
- Three contactable references related to the execution of similar assignments from recent clients, preferably in the NGO sector.
- A financial proposal detailing consultancy costs and any related expenses (e.g., travel costs).
