About WCOZ
Women’s Coalition of Zimbabwe (WCoZ) is a network of women’s rights champions and women’s rights organizations in Zimbabwe with national structures established in 1999. WCoZ brings women from diverse backgrounds to advocate for the attainment and enjoyment of their rights and ensure that the women and girls empowerment agenda remains central to the national agenda.
Background of the Consultancy
WCOZ, as an organization dedicated to improving the lives and rights of women and children in Zimbabwe, seeks to update the 2024 Annual Women’s Health Barometer to incorporate shifts that took place in the year 2024 This updated barometer will focus on key health indicators and trends, including health governance metrics, and will play a critical role in advocacy, decision-making, and policy development. While there are various reports and data available on women’s health, there is a gap in an integrated, accessible, and regularly updated tool to monitor progress and identify key issues in the sector. It is against this background that WCOZ is inviting expressions of Interest from interested consultant(s) to update the 2024 Annual Status of Women and Girls’ Health Barometer.
Objective of the Consultancy
The primary objective of this consultancy is to develop an Annual Women’s Health Barometer for Zimbabwe that will:
Track key health indicators for women in Zimbabwe.
Provide accessible, data-driven insights into trends in women’s health.
Help identify health disparities and monitor the effectiveness of public health interventions.
Serve as a tool for advocacy and policy recommendation aimed at a diverse audience.
Tasks under the Consultancy
The Consultant in carrying out this task will be working closely with the Programmes team of WCOZ. To fulfill this task, the consultant shall:
An Inception Report outlining the approach, methodology, and timeline for the consultancy
The Draft Barometer Framework with a list of recommended indicators and data sources
Stakeholder Engagement Report, summarizing consultations and feedback
The Final Women’s Health Barometer Report, including the developed framework, indicators, data collection methodology, and annual reporting system
Recommendations for Annual Updates and future improvements to the barometer.

Deliverables:
The Consultancy will be responsible for the following deliverables:
Inception report.
Draft Barometer
Presentation of the final Barometer
Duration
This is a 15-day Consultancy.
Expected Qualifications and Experience of the Consultant.
The Consultant MUST possess a master’s degree in public health
Experience in undertaking cross sectoral gender analysis, with a particular focus on women and girls’ health rights
A good understanding of the political economy of the health sector
Minimum 5 years of relevant experience conducting similar work.
Bid Format
Interested and experienced individuals or teams must submit an Expression of Interest (EOI) to [email protected] and copy [email protected]
The EOI must detail the Consultant’s understanding of the Scope of Work and methodological approach. It will also detail the work plan, including dates for when specific tasks will be done. The EOI should also include a detailed budget, indicating a breakdown of all costs for conducting this work such as consultancy daily rate. The EOI must not exceed five pages.
Cover letter summarizing the applicant’s skills and experience relevant to this task
Detailed CV (s)/resume(s), with names of three referees and their contact details (email and phone). At least 1 recent sample of similar work for which the applicant was a lead author.
