TERMS OF REFERENCE FOR THE ENGAGEMENT OF A CONSULTANT TO DEVELOP A POSITION PAPER ON ACCESS TO JUSTICE AND HEALTH SERVICES FOR SURVIVORS OF SEXUAL AND GENDER-BASED VIOLENCE (SGBV) IN MBIRE DISTRICT.

1.Background
Katswe, in partnership with the National AIDS Council, has designed the SASA! project to address the pressing issue of gender-based violence (GBV) in communities. The project aims to tackle the underlying social norms that perpetuate GBV, while also ensuring the provision of care and support services for survivors. The SASA! Intervention, evaluated through a cluster-randomized control trial in Kampala, Uganda from 2008 to 2012, seeks to challenge and transform inequitable gender norms through community mobilization activities.
Sexual and gender-based violence (SGBV) remains a critical issue in many communities, including Mbire District. Survivors of SGBV often face significant barriers in accessing justice and healthcare services. In line with this, Katswe seeks to engage a consultant to develop a comprehensive position paper that highlights these challenges, proposes actionable recommendations, and advocates for improved access to justice and health services for survivors. This position paper will inform advocacy efforts under the SASA! Project.
- Objectives
The main objectives of this consultancy are to:
- Assess the current state of access to justice and health services for survivors of SGBV in Mbire District.
- Identify gaps and challenges faced by survivors in seeking justice and healthcare.
- Develop a position paper that articulates the issues, provides evidence-based recommendations, and advocates for necessary reforms.
- Scope of Work
The consultant will be expected to:
- Conduct a literature review on SGBV, justice, and health access, focusing on Mbire District.
- Engage with key stakeholders, including local authorities, healthcare providers, and community organizations.
- Facilitate focus group discussions or interviews with survivors of SGBV to gather firsthand accounts of their experiences.
- Analyze the data collected and identify common themes and challenges.
- Draft the position paper, including an executive summary, background information, findings, recommendations, and a conclusion.
- Present the draft position paper to Katswe Sistahood for feedback and incorporate any suggested revisions.
- Deliverables
The consultant will provide the following:
- A comprehensive position paper on access to justice and health for survivors of SGBV in Mbire District.
- A presentation of key findings and recommendations based on the position paper.
- A summary report of stakeholder engagements and focus group discussions.
- Duration
The consultancy is expected to be completed within 15 working days from the date of signing the contract.
- Qualifications
The ideal consultant should possess:
- A degree in social sciences, law, public health, or a related field.
- Proven experience in conducting research and developing position papers or policy briefs.
- Knowledge of SGBV issues and access to justice and health services in Zimbabwe.
- Strong analytical and writing skills, with the ability to present complex information clearly.
