Strengthening of the policy framework and institutional capacity for Environment Africa at the national and regional level
Background
The contracting organisation Environment Africa (EA), is a leading environmental organisation in Southern Africa. It was established in 1990 as a private voluntary organisation and is registered and implementing projects in Zambia, Malawi, Zimbabwe, and Mozambique. Environment Africa has over 30 years of experience in responding to the needs of communities and the environment. Committed to world sustainable development goals, Environment Africa implements African Solutions to African Challenges. EA focuses on people as key players in conservation and sustainability. Through community action and partnerships, EA raises awareness on the restoration and management of the environment to improve livelihoods.
CARE International through the TAKUNDA Project is giving capacity building support to its implementing partners including Environment Africa. Environment Africa already has policies and operational procedures in place. These policies were last reviewed, updated and approved by the Environment Africa Board in 2020. Altogether there are fourteen (14) policy documents which need to be reviewed, updated and or consolidated. During the past year due to changing trends some gaps seem to be emerging within the existing policies. The capacity building support budget will help Environment Africa secure the services of a consultant to review, update and or develop new policies and procedures where there are gaps in order to improve its governance. In all cases where relevant policies need to be aligned to existing legislation.
Purpose of the assignment
The purpose of the assignment is to undertake a review of the institutional policies and procedures at national, identify gaps and address these gaps and if there is need develop new policies to cover these gaps.
Objectives
The objectives of this consultancy are to:
Undertake the required reviews of existing Environment Africa institutional policies and identify key gaps.
Produce a report not more than one page on each policy document highlighting gaps and making recommendations on whether to update or develop new policy documents.
Through as consultative process and informed by local legislation update and consolidate and or where necessary develop new policy documents.
Scope and Quality of Work
The consultant shall use an evidence-based approach and ensure the highest standards of work and timely deliverables at every stage of this assignment. The consultant shall ensure clarity of objectives and process during the consultancy and ensure that the content and format of the work meets high standards for such documents, including proper editing, clarity. Ensure that all updated or developed policies comply with national legislation.
The selected consultancy team or firm will undertake the following tasks:
Undertake a desktop review of available policies and procedures including those that relate to the Board of Governors’
Document gaps identified and make recommendations on actions to be taken to address the gaps, i.e., updating existing policy documents and or developing new or additional policy documents.
Conduct relevant stakeholder consultation to verify findings from desktop review and recommended actions.
Update and or develop required policies to address the gaps in the existing policy documents including relevant guiding documents to support implementation, enforcement, and monitoring of compliance with the policies and procedures.
Present draft documents to stakeholders for comments and or adoption before finalisation.
The deliverables must include the following:
An inception report detailing the methodology/ approaches and timelines associated with this consultancy assignment.
Brief reports on each document reviewed with identified gaps and recommended actions.
Submission of proposed policies. Procedures and guidelines to be signed off before final documents are produced.
Submission of final approved policies, procedures and guidelines.
Eligibility criteria
An eligible consultant/consultancy firm should meet the following criteria:
Compliance with legal requirements of registration with relevant authorities
Provide tax compliance and clearance from ZIMRA
Experience of over 5 years in carrying out similar assignments with a proven track record
At least 3 trade references for similar assignments performed within the period 2019-2022
Provide Consultancy Methodology, Proposed Work-plan, and Curriculum Vitae for the consultancy team
The Consultant/Consultancy firm and staff must be independent of Environment Africa and its associates and affirm their independence in the Consultancy Agreement.
Any actual or potential conflict of interest in taking up this role should be highlighted.
Consultancy Team Composition, Qualification, experience and skills
The consultant must possess the following skill or the team must include the following skill set and experts
(1) Organisational Development expert
(2) Policy Framework and Institutional Capacity development expert.
(3) Environmental expert optional and If it is a team could be from a firm or formed from a group of individual experts.
The team leader could be any of the experts.
However, it will form, the team must have all the relevant permits to work in Zimbabwe and must have its offices and work arrangements in place to ensure the most efficient use of time and resources and achieve cost-effectiveness.

DURATION
The selected consultancy team must complete all deliverables within 30 working days over a period of one and a half months.
