CODE 1 END OF PROJECTS LEARNING EVALUATION

Christian Aid Zimbabwe works to contribute towards ending poverty by building resilience of the vulnerable and marginalised communities in Zimbabwe.

1.0       OVERVIEW

Christian Aid (CA) and its partners (Zimbabwe Council of Churches-ZCC (Gwanda, Mwenezi and Bulilima), Poverty Reduction Forum Trust-PRFT, Community Working Group and Health-CWGH (Mangwe & Bubi), Silveira House (Kuwadzana), and Youth Advocates Zimbabwe (Seke & Chitungwiza)] in Zimbabwe seek to conduct an End of Projects Learning Evaluation in the above mentioned districts.  Learning evaluation is envisioned for purpose innovation extent, lessons learned based on the relevance,  effectiveness and sustainability evaluation criteria.

2.0       BACKGROUND 

Code 1 2023 Projects focus

The Code 1 funding in Christian Aid aimed at promoting innovative ideas for scale upand adaptation to addressing issues related to gender justice, climate justice and poverty eradication in line with the country programme strategic and thematic focus.

  1. A)   Thematic Focus 1: Gender Justice and Health 

Goal:  To contribute towards development of innovative ideas towards equitable access to high-quality basic services, reducing sexual and gender-based violence, harmful practices through advancing gender justice and women, girl and people with disability’s empowerment by 2026.

Objectives:

1) Increased access to basic health and hygiene education and services for marginalised groups (addressing social norms that prevent access to health including sexual and reproductive health rightsespecially maternal health)    

2) Promote policy engagement on public health financing framework as it affects women and other marginalised   groups (infrastructure and budget allocations)    

Project targeting/ beneficiaries’ guidance

  • 80% of target group for interventions should be women
  • At least 1% be People with Disability (PwD)
  • Target at least 50% of young people with interventions
  • Advocacy areas should target budgeting at national level and harmonization of health policies.
  1. B)  Thematic Focus 2 : Climate change adaptation and resilience 

Goal: build resilience of the poor and those in vulnerable situations and reduce their exposure and vulnerability to climate-related extreme events and other economic, social and environmental shocks and disasters by 2026.

Objectives

1) To strengthen sustainable livelihood and health resilience for urban youths. (Kuwadzana and Chitungwiza).  

Resilience (economic and health resilience)

  • 60% of youth be young women aged between 18 – 35 years
  • At least 1% be PwD
  • % of youth being Young people living positively
  • Topics to cover SRHR – Pre/post-natal health, Adherence
  • Need to see a clear gender/feminist approach proposed by partners from identification of vocational needs, overall impact/outcomes for women.
  • Project needs to target strategic needs of youth and there is need to incorporate transformational leadership training
  • Localization – Needs to be community involvement at design, implementation, M&E

3.0       Specific Learning Evaluation Assignment Objectives

This evaluation is expected to generate information/data and make inferences that will provide a basis upon which recommendations will be made to improve CA Zimbabwe and partners projects design. The end of project learning evaluation will, therefore, serve for learning and adaptation for Christian Aid and its partners.

  1. To assess the progress achievement against the indicators/planned intervention as per project proposal.
  2. To explore innovation opportunities for scale-up based on relevance, learning and feasibility.
  • Based on the findings, provide key recommendations to CA and partners for informing the Climate Justice & Resilience Building and Gender Justice – Health projects design including best combinations of interventions and delivery approaches for attaining greatest impact.

The evaluation will assess the Code 1 projects against the following  evaluation criteria (success criteria for innovation projects) which are:

  • Adoption (Scalability, Replicability, Sustainability).
  • Learning and Evidence (Learning, Adaptation).
  • Improved solution (Effectiveness, Leverage) as well as Efficiency.
Success criteria for innovation Review Criteria Evaluation questions
Adoption Scalability To which extent could the project innovations be scaled up in Zimbabwe (increasing the impact of the intervention to match the size of the social problem it seeks to address)?
Replicability To which extent can the proposed innovation be replicated (taken) to another thematic focus or context?
Sustainability How (and to which extent) were the capacity of different stakeholders (including communities, faith and traditional leaders) strengthened to enable continuity of the project results beyond the project scope?
Consolidated Learning and Evidence Learning and Adaptation To which extent were strategies (and approaches) reviewed and adapted based on evidence and learning, to ensure better impact and achievement of the outcomes?
Improved Solution Effectiveness To which extent did the project achieve its intended results (against the result framework) as well as any unintended results (negative and positive)?

How effective were the different project approaches in achieving the planned outcomes? Has this multi-sectoral approach enabled better outcomes?

Leverage To which extent were additional funds secured to support the activities to continue?
Efficiency To which extent did the investment from the team members (CA Zimbabwe and partners) enable supporting the good implementation of the project?

  • Concept notes, Proposal and Theory of Change
  • Project Progress Reports
  • Reports of Training and other Events
  • Financial Reports
  • Projects M&E frameworks and reports.
  • CA Monitoring and Evaluation policy.

4.0       METHODOLOGY

The successful consultant for this evaluation is expected to identify and utilize  a scientifically acceptable mixed methods approach and design in line with the ToRs. The consultant is expected to use different data collection methods: desk review, qualitative interviews, and focus group discussions, to establish the findings. It is therefore envisaged that a mixed methods approach will be followed, incorporating both qualitative and quantitative methods. Throughout the entire assignment and in the process of assessing all the indicators, the consultant is expected to use appropriate disaggregation including sex, age, and disability. The consultant should note that CA is committed to quality and rigor in line with international good practice in evaluation, as set out in the CA Monitoring and Evaluation policy.

5.0       DELIVERABLES 

The consultant is expected to undertake the following tasks:

In consultation with CA and partners is  expected to refine the evaluation objectives and questions proposed above based on review of project documents such as the proposal, annual progress reports.

  1. a) Carry out a desk review of relevant project documents to be provided by CA and partners which include project proposal, results framework, progress reports, learning studies and other relevant documents, a range of which will be agreed upon and made available during the inception period.
  2. b) Develop and submit an inception report for the evaluation within 2 days from the inception meeting detailing the understanding of the assignment, study design, methodology (sampling design and data collection and management protocol), measurement of indicators, data collection instruments, work plan schedule and budget to carry out the assignment. This will be reviewed and approved by CA & partners.
  3. c) Conduct field data collection including key informant or in-depth interviews in the project locations, Focus Group Discussions (FGD’s), and household surveys (where applicable) using appropriate approaches.
  4. d) Perform traceable data collection cleaning and analysis using a competent software for data management and analysis processes. (including field notes and reports, audio recordings and transcripts for qualitative work).
  5. e) Develop and submit draft report in electronic and printed formats.
  6. f) Present the study findings at organised meetings for CA and consortium staff. This will be part of the review process for the draft report.
  7. g) Finalise and submit the final Impact Evaluation report after incorporating any feedback/comments provided to the draft report and presentation.

6.0       TIMEFRAME  

The Final Project Assessment should not exceed 20 working days. A work plan must be provided as part of the application.
