Terms of Reference: Development of a 5-Year Strategic Plan for FACT Zimbabwe
FACT Zimbabwe was established in 1989 is one of the leading organizations in Zimbabwe, working in the areas of health (HIV/AIDS), humanitarian response, and research. As we look to the future, we recognize the need for a comprehensive strategic plan that will guide our work over the next five years. To achieve this, we are seeking the services of a consultant to develop a 5-year strategic plan that aligns with our mission, vision, and values.
Objective:
The objective of this consultancy is to develop a 5-year strategic plan (2025-2030) for FACT
Zimbabwe that:
• Builds on our existing strengths and achievements
• Addresses emerging challenges and opportunities in the health (HIV/AIDS), humanitarian, social enterprise and research sectors.
• Aligns with national, regional, and international development frameworks and priorities
• Enhances our impact, sustainability, and relevance
• Guides institutional growth and direction
Scope of Work:
The consultant will:
i. Conduct a situational analysis of FACT Zimbabwe, including:
• Review of past performance and achievements
• Review and assess the current strategic plan and organisational performance
• Analysis of internal strengths, weaknesses, opportunities, and threats (SWOT)
• Stakeholder engagement (staff, partners, beneficiaries, donors)
ii. Identify key strategic priorities and objectives for the next 5 years, including:
• Health (HIV/AIDS,NCDs) programming
• Humanitarian response and preparedness
• Research and innovation
• Capacity building and organizational development
• Social enterprise
• Resource mobilization and sustainability
iii. Develop a comprehensive strategic plan document that includes:
• Vision, mission, and values
• Strategic objectives and priorities
• Implementation framework (including timelines, milestones, and indicators)
• Monitoring and evaluation plan
iv. Engage with stakeholders throughout the planning process to ensure ownership and buy-in.
Deliverables:
The consultant will deliver:
• Inception report outlining the approach and methodology
• Situational analysis report
• Draft strategic plan document
• PowerPoint presentation for dissemination
• Final strategic plan document (incorporating feedback from stakeholders)
Timeline:
The consultancy is expected to last approximately 6-8 weeks, with the following milestones:
• Inception report: 1 week
• Situational analysis report: 2 weeks
• Draft strategic plan document: 2 weeks
• Final strategic plan document: 1-2 weeks
Requirements:
The consultant should have:
- Proven experience in strategic planning for NGOs or similar organizations
- Strong understanding of the health (HIV/AIDS), humanitarian, and research sectors
- Excellent analytical, writing, and communication skills
- Ability to engage with diverse stakeholders and build consensus
