Research on Diaspora Investment and Entrepreneurship
- Introduction:
The Tripartite Negotiating Forum (TNF), established through the Tripartite Negotiating Forum Act of 2019, plays a pivotal role in fostering a collective vision for Zimbabwe’s socio-economic future. Bringing together Government, Organized Business, and Organized Labour, the TNF has been instrumental in addressing the pressing challenges that Zimbabwe faces as it charts its course towards sustainable economic development under Vision 2030.
One of the most underutilized resources in Zimbabwe’s pursuit of economic transformation is the Zimbabwean diaspora. While the diaspora has made significant contributions through remittances that support households, education, and local economies, the potential for diaspora-led investment and entrepreneurship remains largely untapped. The global Zimbabwean community, with its vast financial resources, expertise, and experience, holds the key to driving sustainable economic growth through investments in critical sectors such as real estate, agriculture, manufacturing, technology, and tourism.
This research aims to unlock the latent potential of diaspora investment, addressing the barriers that have historically held back greater involvement, and exploring opportunities for transforming remittances from short-term consumption into long-term development ventures. By building an enabling environment for Zimbabweans abroad to confidently invest in their home country, this study seeks to support the government’s broader goals under NDS1 and Vision 2030, creating a pathway for entrepreneurship, job creation, and industrialization.
- Objectives:
The primary objectives of the research project are to;
- Identify barriers to diaspora investment and entrepreneurship, including regulatory, financial, and informational challenges.
- Analyse opportunities for diaspora-led investments in key sectors.
- Assess the potential impact of diaspora investment on job creation, economic growth, and industrialization.
- Provide policy recommendations to create a conducive environment for diaspora investment and entrepreneurship.
3. Scope of Work:
The scope of work includes:
- Literature review: Conduct a comprehensive review of existing literature on Diaspora Investment and Entrepreneurship.
- Data collection and analysis: Gather and analyse quantitative and qualitative data from national statistics agencies, labour surveys, and other reliable sources.
- Stakeholder consultations: Engage representatives from government, employer organizations, labour unions, and other relevant stakeholders to gather perspectives on labour market impacts.
- Policy analysis and recommendations: Based on findings, develop evidence-based policy recommendations to address the challenges posed by digitalization and leverage its opportunities.
- Final report and presentation: Prepare a comprehensive report on research findings and policy recommendations, and present the findings to the TNF and other stakeholders.
- Timelines and Deliverables:
The research project is expected to be completed within 90 days, with the following key deliverables;
- Inception report (2 weeks): Detailing the research plan, data sources and stakeholder engagement strategy.
- Interim report (6 weeks): Presenting preliminary findings.
- Final report (12 weeks): Comprehensive report with research findings and policy recommendations.
- Payment Schedule
Payments will be made upon submission and acceptance of the following deliverables:
- Inception Report -20%
- Interim report – 20%
- Final Report – 60%
- Duration of the Contract
The assignment will be for a duration of 90 working days.
- Consultant’s Profile
Competencies
- A minimum of fifteen (15) years of work experience in labour, economic and social science research will be a significant advantage
- Intensive knowledge of the socio-economic and political environment in Zimbabwe will be an asset
- Strong analytical and organizational skills and ability to deliver results.
- Ability to work independently.
Requirements
- Education: At least a Masters’ degree or PhD in the field of Economics, Labour Economics or relevant Social Science qualification.
- Work experience: Relevant work experience of at least 10 years in socio-economic research.
- Languages: Fluency in oral and written English.
- Other skills: Excellent written communication and team work skills. Capacity to engage in a constructive dialogue with colleagues. Excellent analytical and presentation skills and capacity to deliver in a timely manner as well as extensive knowledge of the Zimbabwean economy.
