About

Zimbabwe Health Interventions (ZHI) is a not-for-profit human development organisation which is registered as a Trust under the Zimbabwe Deeds Registries Act (Chapter 20:05). ZHI’s mission is to develop and deliver innovative and sustainable high impact integrated health interventions with local communities while working with and strengthening existing institutions.
The Accelerated and Comprehensive HIV Care for Epidemic Control in Zimbabwe (ACCE) project’s objective is to complement the government of Zimbabwe (GOZ)’s efforts towards epidemic control by targeting testing to efficiently identify PLHIV, ensuring all newly diagnosed PLHIV are immediately linked to treatment, and all PLHIV on treatment have ready access to antiretroviral therapy (ART), are retained on treatment, and remain virally suppressed. The program is being implemented in 9 districts in Midlands (Gweru, Kwekwe, Mberengwa and Gokwe South) and in Manicaland (Makoni, Mutare, Chipinge, Mutasa and Buhera).

Basic Function

Working under the supervision of the Senior Compliance Officer the Compliance Assistant is primarily responsible for supporting the provincial and district teams in ensuring adherence to the funder rules and regulations, ZHI internal policies and procedures, local laws and regulations, generally accepted accounting practices (GAAP), Cost Accounting Standards and any other applicable guidelines. S/he will review documentation at the provincial/district office level to ensure that all financial transactions are legitimate, authentic, adequately supported and are in line with the ZHI financial management policies, funder rules and regulations, The position will work closely with the compliance Officer assisting in the performance of risk-based internal audits for ZHI and its sub-recipients to ensure compliance. The Compliance Assistant will be expected to travel regularly to the field for compliance monitoring and support.

Job Description

Assist the Senior Compliance Officer in conducting reviews of financial transactions to ensure compliance with ZHI policies, funder rules and regulations and any applicable standards to ensure there are no disallowed costs by the funder; Assist the Compliance Officer in the performance of risk-based internal audits for ZHI and its sub-recipients; Carry out spot checks at Provincial and District offices; Assist the technical team when making disbursements to beneficiaries ensuring adequate documentation is provided; Review stock records and carry out regular sample counts; Verify the respective office asset registers and ensure these are updated; Roll out tools and templates that must be used when recording and reporting transactions; Assist the Senior Compliance Officer in carrying out fraud trainings and investigations; Any other duties as may be assigned from time to time.

Knowledge, Skills And Abilities

Self-starter and ability to work under pressure with minimum supervision; Knowledge of donor (USG and non-USG) rules and regulations, generally acceptable accounting practices (GAAP), cost accounting principles and any applicable local laws and regulations; Strong and solid command of professional theory, techniques, practices and procedures requiring comprehensive knowledge of financial and accounting principles; Effective oral communication and business/technical writing skills; Proficiency in Microsoft Office applications such as MS Word, Excel, PowerPoint; Good team player with positive attitude, flexible mind, comfortable in working in a multicultural setting; Strong sense of ethics, integrity, credibility, and respect for diversity; Ability to travel a minimum of 50%.

Qualifications And Experience

Bachelor’s Degree or Accounting, Business Administration, Finance, ACCA, CIMA, ICSA, SAA, IAC, HND or its equivalent; At least 2 years post qualification relevant work experience; Familiarity with U.S. Government grant rules and regulations; Knowledge of procurement and auditing standards will be an added advantage.
