DESCRIPTION
JSI Research and Training Institute, Inc. (JSI), a global public health management firm, is seeking qualified candidates for senior staff positions in anticipation of an expected USAID Zimbabwe maternal, newborn and child health program.
The COP serves as the project’s primary technical and management officer, providing leadership and coordination in strategic planning, program development and management, and overseeing the implementation and evaluation of all activities. S/he will serve as the primary focal point for communications with USAID/Zimbabwe,the Government of Zimbabwe’s Ministry of Health and Child Care (MOHCC) and other development and implementing partners. The COP will supervise a senior management team of clinical MNCH, health systems, communications, finance, operations and MERL experts.
This position will be fulltime, with the location of assignment to be determined with USAID. Citizens of Zimbabwe and those with a valid resident visa and work permit will be given preference.
RESPONSIBILITIES
Guide, encourage and oversee all aspects of the project’s planning, management (including its financial, contractual, and human resources management), implementation and monitoring, evaluation and learning.
Provide leadership for strategic planning, program development, management and other areas of individual expertise.
Serve as the primary point of contact for JSI and the project with USAID/Zimbabwe, the Government of Zimbabwe and its Ministry of Health, and other donors and international and national development partners.
Ensure project financial systems and controls comply with JSI’ accounting practices and USAID standards and liaise with Government of Zimbabwe officials and other key stakeholders to ensure transparency of project processes and sound communication practices.
Lead the project’s Senior Management Team and supervise its members.
Monitor implementation of the project’s Annual Workplans and ensure adherence to its Performance Monitoring and Evaluation Plan through periodic project reviews.
Encourage the conduct of innovative studies and activities to complement project activities and answer important questions.
Ensure that regular progress and financial reports and other submissions to USAID and JSI R&T are submitted on time and of good quality.
Liaise with the USAID Mission to receive feedback and take action with the Senior Management Team to address any implementation challenges that arise.
QUALIFICATIONS
Advanced degree in medicine, public health, health policy, health economics or a related field
At least 10 years development experience, including practical experience managing and implementing maternal, newborn and child health service delivery, health policy and or health systems strengthening programs in low-to-middle income countries
Prior experience managing USAID-funded cooperative agreements or contracts to improve the quality, coverage and sustainability of maternal, newborn and child health services in complex settings, preferred
Well-honed personnel and partnership management skills
Ability to lead a diverse, multi-disciplinary development team and demonstrated success managing professional and financial resources at a similar scale
Excellent communication and advocacy skills—verbal, written and presentation
Zimbabwean national or qualified expatriate with valid visa and work permit preferred
Salary commensurate with experience.
