The Zimbabwe Electoral Commission (ZEC) is an Independent Electoral Management Body established in terms of Section 238 of the Constitution of Zimbabwe. Its major function is to manage and conduct elections to the offices of the President, Parliament, Local Authorities, Referendums, and all related electoral processes in accordance with the laws of Zimbabwe and international best practices.
The Commission wishes to recruit professionals of high integrity with good communication and decision-making skills, and sound knowledge of electoral democracy to fill vacancies that have arisen in the institution. JOB TITLE: Chief Accountant
REPORTS TO: Director – Finance
STATION: Head Office
GRADE: 4
Summary of Key Responsibilities
Coordinating and producing consolidated budgets for the Director of Finance;
Mobilising budget support for Commission programmes;
Supervising budget execution/implementation in line with the chart of accounts;
Performing budget monitoring through variance analysis;
Preparing Appropriation Accounts and other returns;
Implementing accounting policies and recommending any reviews in controls;
Participating in setting-up internal checks and controls on financial administration;
Ensuring that all books of accounts are up-to-date for effective budget control and timeous reporting;
Managing non-current assets and inventory ledgers;
Being the focal person for audits in the Commission;
Ensuring monthly reconciliation of bank accounts, accounts receivables, and payables are prepared and availed in time;
Preparing monthly, quarterly, and annual consolidated financial statements and reports for the Director of Finance;
Training and supervising staff in the Finance Department;
Being Secretary to the Finance Committee;
Any other related duties which may be assigned by the Director of Finance.
Qualifications / Job Specifications
A degree in Accounting or Finance.
A Master’s degree or a full qualification in Accounting or Finance from Chartered Governance Institute (CGI) formerly, CIS; CIMA and ACCA is an added advantage.
A minimum of 5 years in Accounting or Finance.
Computer literacy with knowledge in Microsoft Excel, Pastel Accounting, and SAP.
Clean class 4 Driver’s license.
