Reporting to the Vice Chancellor, Bursar is the Chief Accountant of the University. He/She is responsible for the sound management of the institution’s financial affairs and investments, in line with the institution’s Strategic Plan, and as provided for in the University of Zimbabwe Act (Chapter 25:16) and Statutes. This is a University Executive position with high administrative demands, requiring an incumbent with personal and professional integrity. It requires a strategic, competent and focused individual with an understanding of national Heritage-based Education 5.0 Philosophy and the role of highereducation institutions towards the Zimbabwe’s National Vision 2030 and beyond.
DUTIES
The Bursar will be responsible for:
The strategic planning, implementation and reporting of all financial matters of the University in pursuit of the institution’s vision, mission and strategic objectives under Education 0.
Formulating investment strategies for the University.
Providing leadership in the development of sound financial accounting policies, systems and procedures and treasury functions for the University.
Serving as the University financial advisor.
Overseeing the development and implementation of mechanisms for ensuring University adherence and compliance with all financial regulations, laws, procedures and obligations.
Planning, producing and reporting of University’s audited financial statements.
Developing, formulating and implementating the University administration policies, rules and regulations at different levels In pursuit of the University’s vision, mission and strategic objectives towards actualisation of the Heritage-based Education 5.0 Philosophy.
Preparing and managing the University’s Annual Budgets and financial projections.
Preparing and managing the proper disposal of the University assets.
Overseeing the preparation and production of periodic management and financial reports to projects and programmes undertaken by the University as requested by the Principal Investigators, Faculties, Directorates. Units, Executive Managementand Council.
Providing secretariat services to the University Budget and Finance Committee among other relevant committees.
Performing any other relevant duties and functions of the University as assigned by the Vice Chancellor.
REQUIREMENTS
The desired candidate should have among other attributes:
A Bachelor’s Degree in Accountancy and a Masters Degree or equivalent in a relevant field. A PhD is a distinct advantage.
A Chartered Accountant (CA) or Chartered Certified Accountant (CCA) or a Registered Public
Relevant accounting experience preferably in a senior management position.
Relevant practical experience with information communication technologies (ICTs) and their applications in accounting and administration systems.
