Position: Finance Officer
Duty Station: Harare

Job Summary

The Finance Officer will be responsible for compliance and best practice infinancial administration of the organization.

Key Duties and Responsibilities

  • Oversee and manage daily accounting and finance functions including the timely recording of transactions, cash management, banking, payroll, and statutory obligations.
  • Maintain banking relations and plan and monitor cash flow requirements to ensure the smooth implementation of ZADF programs.
  • Maintain appropriate local insurance coverage in coordination with the Administration Department, to protect ZADF.
  • Provide monthly standard accounting submissions, including general ledger files, account reconciliations, expenditures by projects, required projects reporting, as well as other financial information in a timely and accurate manner.
  • Regular monitoring and clean-up of advance, accrual, and suspense accounts.
  • Develop annual fiscal year budgets and develop and implement grant budgeting and forecasting systems with the Extension Manager.
  • Coordinate and liaise with external auditors, ensuring all audit findings are appropriately addressed.
  • Lead on updating ZADF’s Risk Register and reporting to senior management on any emerging risks for discussion on assessing and mitigating identified risks and development of action plans.
  • Ensure effective, transparent use of financial resources in compliance with ZADF and donor policies and procedures.
  • Provide financial review of purchase requests, purchase orders/ contracts and payment requests to ensure compliance with donor and ZADF policies and procedures and approved budgets.
  • Ensure compliance with donor and ZADF procurement policies and procedures for all goods and services.
  • Implement systems for strengthening internal controls in accordance with ZADF and donor regulations by developing contextual local policies and providing training and updates on any changes related to financial matters.

Qualifications, skills and experience:

  • At least a Degree in Accounting or equivalent.
  • A professional qualification will be an added advantage.
  • Knowledge and experience of Pastel and Belina software is a must.
  • Pays attention to detail.
  • Good interpersonal, communication and presentation skills.
  • Proven attachment/work related learning experience in finance and administration.
